The Study On Aic Credit Business Problems In Rural Areas For The N Bank Guangxi Branch

The N Bank Guangxi branch was established in1997, and its scope of business has expanded constantly. Its establishment of agricultural infrastructure loan was approved by the China Banking Regulatory Commission in2007. At the end of2012, the N Bank GUANGXI branch has supported33370million yuan accumulated on the agriculture infrastructure loans, accounting for58.4%of the total bank loan. The support for the land purchasing and storage has attached1067hectares, the replacement of area has reached135hectares, and renovation for36villages. The return of land leasing and land income has reached3600million yuan. The N Bank has achieved remarkable results for agriculture.This paper first summarizes the agricultural policy finance, the policy finance function, meaning and characteristics, and analyzes the functions and the business characteristics of the N Bank. At the same time, it presents the history and present situation of the N bank Guangxi branch on carrying out agricultural infrastructure construction business. It also analyzed the reasons of the business development, including the main qualifications, loan guarantees, the loan process, post-loan management. It inquires the reason from the policy system and the running mechanism of loan, and put forward the following suggestions:restructure and reform the system, adjust the positioning, strengthen the legislation of bank policy and financial supervision, market finance, broaden the sources of funding, introduce the policy guarantee, improve the risk compensation mechanism, deepen the internal reform, optimization credit process, strengthen post-loan management, improve the supporting effect. According to above suggestions the N bank Guangxi branch can perform the functions of policy banks better and promote its sustainable development.
