Research On The Problems And Countermeasures Of Rural Public Infrastructure Supply Under The Background Of Rural Revitalization

Under the background of rural revitalization,this paper focuses on the current situation of the supply of rural public infrastructure and analyzes it around the characteristic h town in y county.Based on the theoretical connotation of rural infrastructure construction from multiple perspectives,this paper explores the existing problems of rural public infrastructure supply in detail,analyzes the problems and puts forward countermeasures,which lays a solid foundation for the construction of new countryside and the promotion of rural revitalization strategy,and has certain theoretical and practical significance.This paper explains and analyzes the macro background of "rural revitalization" and explains the basic concept of rural public infrastructure.By studying and understanding the relevant literature on the supply of rural public infrastructure at home and abroad,A variety of theoretical and empirical research methods,such as literature research,questionnaire survey,individual interview and comparative study,were adopted to obtain data on the supply,demand,satisfaction of villagers and sources of construction funds of the public infrastructure in h Town of y County.Data analysis software was used to analyze the specific situation.The analysis shows that there are problems in the supply of rural public infrastructure in h Town,such as insufficient construction amount,unbalance of supply and demand structure,shortage of capital sources,lack of supervision and management,and unbalanced supply.These problems are described in detail.At the same time,the deep thinking of these problems one by one,in-depth study of their causes,the main causes of these problems are found to be fiscal decentralization,social investment is weak,the upper design and the bottom of the actual does not adapt to the supply system is not perfect,the supply subject is single,lack of supervision and management system,resource use efficiency is low,urban and rural dual economic management system.Finally,based on the analysis of the reasons,the paper provides corresponding countermeasures to these problems,including increasing the investment in rural public infrastructure,clarifying the functions of governments at all levels,scientifically dividing the rights of governments at all levels,changing the decision-making system,establishing the mechanism of farmers’ demand expression,stimulating the participation of social forces,establishing a strong supervision and management mechanism,and establishing urban and rural areas.
