To maintain sustainable development, enterprises are not only to choose the rightstrategic direction, pay attention to improve the innovation ability, and highlight itsown core competitiveness, but also more effective and planning human resourcemanagement (HRM). As a means of HRM and optimal allocation, performancemanagement is the key link.From perspective of performance management, this paper applies modernperformance management theory to design a performance management system forAnshan(AS) tobacco co., which is a municipal branch of Liaoning tobacco co. inChina National Tobacco Company (CNTC). According to CNTC’s total strategy,under the leadership of Liaoning tobacco co., and conforming with the trend ofindustry development, AS tobacco co. is constantly strengthening sales network,improving tobacco monopoly supervision, standardizing enterprise management.Especially since entering new century, the enterprise each work got rapid progress.Even though of which, there are many problems in performance management,restricting the further development, such as performance management goal is not clear,the extraction of the evaluation index are not strictly according to the enterprisestrategy, allowing too much randomness, staff appraisal over-reliance on progress andignore the performance communication and feedback, performance results applied topay too much, while ignoring the education training follow up, no staff careerplanning, or various performance implementation safeguard measures do not reachthe designated position, etc. In this paper, by analyzing the problems, finding reasons,combining with the characteristics of the tobacco industry, especially the actualsituation of AS tobacco co. performance running, design the covers from theperformance plan, implementation and management, as good as evaluation andassessment, then interview result feedback to the application of the whole process ofperformance management system.The new performance management system, from the AS tobacco co. strategicobjectives, combined with the department functions and responsibilities of strategicobjectives, using the principle of the balanced scorecard, extract the key performanceindicators from financial, customer, internal business process, and operate guidanceenumerated instances in order to enhance the maneuverability of the new system.Believe that the new performance management system based on the balancedscorecard performance management level of ascension and the strategic target realization to the AS tobacco co. will produce a powerful role in promotingmanagement, within the others tobacco companies will also have certain referencesignificance.
