| Currently, environmental problems have constrained the sustainable development, so theconstruction of ecological civilization has become an important task of China in new era. Todesign the aim and construction of ecological civilization, the assessment of ecologicalenvironment and evaluation of coordination degree between economic and ecologic, is needed.Eco-services value is the quantification of the functions of ecosystems, can reflect the state ofecological environment, and is widely studied in home and abroad. Scholars from Domestic toforeign have done much about eco-services value on different scales and types. However, theresearch on the spatial and temporal of eco-services value and coordination degree betweeneconomic and ecologic is very little, especially the application in the ecological civilization. So,this study is significance for theory and practice.Qinghai province is located in Northwest China, across the Loess Plateau and TibetPlateau. The ecological environment is complex and fragile. So it is typical and representative tostudy the value of eco-services in Qinghai Province. It also has some positive significance for theecological civilization construction in the area. In this paper, based on the theory of eco-servicevalue and the date of land use, the eco-service value of Qinghai was evaluated and analyzed.Furthermore, take the GDP as the index; assess the harmony of eco-economy. Human’s activitiesmainly focus on the land; get their basis for live from the land. Therefore, the type and intensity ofland use can reflect the influence of human activity on ecosystems. Based on the data of landchange, take the assessment model of eco-service value, to assess the eco-service value scientific and efficiently. The GDP can be used as index for the human activities scale, combined with theeco-service value, to evaluate the coordination degree of ecological and economic. This canmeasure the degree of sustainable development. The eco-service value and the coordination degreeof ecological economic can provide new ideas for the implementation of ecological compensation.The total ecosystem service value can be used as reference of ecological compensation standard;by the Dynamic changes of the regional eco-service value, area of ecological compensation can bedivided into maintaining eco-compensation and earnings eco-compensation area; the coordinationdegree of ecological economic can be used as reference standard for the priority allocation ofecological compensation on space.The main content of this paper:1. Grass land is first in the structure of land use; the land type varies on space. Based onthe land use data of Qinghai Province in1985,1996,2000and2008, land use data of41countiesin Qinghai were extracted. According to the eco-services valuation model, the consolidationstandard of land type is established. Then, the temporal and spatial characteristics of land changewere analyzed by the methods of spatial analysis. Result shows that: the structure of land use inQinghai is, first is grass, desert next. Land for construction in Tsaidam and Xining were growingfaster. Woodland, arable land and water area increased in the northeastern of Qinghai. Thewetlands and water area decreased in the west of three rivers source. The area of saline in QaidamBasin has decreased, but the Desert in the Qaidam Basin and the West of three riverssource has enlarged. The area of grassland in three rivers source and Qinghai Lake has increased.The land for construction is in the growth state of accelerating.2. The eco-services value varies on space, and is in decreasing entirely. The eco-services values of41counties units were calculated, then analysis the spatial and temporalvariation of eco-services value in Qinghai Province. The result shows that: the ecological servicesvalue of Qinghai Province is in a state of decline from1985to2008, this is mainly due to thereduction of eco-service value for wetlands, water and forest. The eco-service function typesmainly contain the hydrological regulation, waste treatment, the maintenance of biologicaldiversity, soil conservation and climate regulation. In the spatial, the density of eco-service valueincreased in the east, weakened in the West. The ecological compensation areas for maintain aremainly distributed in the western region; Ecological compensation for earnings are mainlydistributed in the eastern region.3. The coordination degree is in decline. Based on the eco-service value and theeconomics of Qinghai Province, the coordination degree of ecologic and economy is analyzed.Then, discuss its relationship with ecological compensation. The result shows that: value ofeco-service is larger than the value of economic output in Qinghai Province. The coordinationdegree of ecologic and economic declined from1985to2008overall; the coordination degreeincreased in the eastern region, declined in the west. Ecological economic efficiency is obviouslylower than the national average. Based on the coordination degree of Ecologic and economic, thespace for the priority of ecological compensation is mainly in the West and northeast of Qinghaiprovince.4. The advices of protecting, improvement and guarantee are suggested. According tospatial and temporal variation eco-service value and coordination degree of ecologic andeconomic in Qinghai, take4suggestions for the improving of eco-service value and optimizingthe coordination degree of ecologic and economic, protecting the ecological system, improving the utilization efficiency of ecological system, changing the mode of economic development and theimplementing ecological compensation in Qinghai province. Four measures connected; Theprotection of the ecological system and the strengthen of ecological construction can promoteeco-service value, promote utilization efficiency of ecological system, reduce the loss ofeco-service value; By adjusting the traditional development model, the pressure on the eco-systemcan be eased; The implementation of ecological compensation and the optimization of ecologicalcompensation space allocation, can enhance the implementation effect of ecological compensation,is helpful for the effective implementation of ecological construction. This can improve theeco-service value and coordination degree of Economic and ecologic in Qinghai Province. |
