In the development of modern society, the social security system is a very important part of socialdevelopment. In many Western countries began long before the Social Security system, which is the oldestin Germany. China is also aware of the role of the development of the social security system, and graduallybegan building the social security system. Although the field of social security, China has made greatprogress, but there are still many problems have not been solved. Such as the social security systemcovering a small plane, the frame structure is not perfect, highlighting the many questions the fairness ofthe lack of social security funds and other funds in the account by unauthorized persons. Which, I thinkfrom a macro perspective, the most prominent problem is the imbalance in China’s urban and rural socialsecurity regional development. China’s rural areas accounted for more than half of the total population, butits scope is far lower than the radiation social security city. Therefore, this paper attempts to integrate thepace of China’s social security development process, the analysis of the Social Security building traditionalagricultural areas.Chinese scholars to study the social security system is also a long time. Policy outcomes of the socialsecurity system in rural areas is often difficult to be completely implemented, many domestic scholars haveanalyzed mainly from a macroeconomic point of view to consider. For example, rural economicdevelopment is relatively backward, weak economic strength, lack of motivation of social securitydevelopment; social security management mechanism rural confusion, lax supervision, likely to bemisappropriated funds and so on. Some scholars from the perspective of social history to analyze thisproblem. They think that raising children of rural residents ingrained sense of old age, changing attitudes isdifficult; Farmers Insurance awareness is relatively weak, considered good enough for the future is notworth the money paid by the moment, policy implementation more difficult, and so on.The author believes that the social security system of China’s traditional agricultural areas fordevelopment is not smooth mainly due to the following aspects. First, the lower the per capita disposableincome of rural population, which restricts the promotion of the social security system. Social securitysystem should be a system context to a certain stage of social development to adapt to breed out of the productive forces and production relations. If it is less economically developed areas, people still can notsolve the problem of food and clothing, social security coverage naturally low. Second, policy support isstill not enough. The social security system itself is need for government to take the lead, you need along-Government is determined to do. If there is no appropriate policy support, the development will be alack of motivation to start the implementation of the policy is relatively easy to die. Third, the impact ofchanges by historical development. Development context of traditional agricultural areas of social security, the beginning of the family unit, mostly arable farmers farming family living expenses and maintain allhousehold spending. Then, the development of a collective manner as a unit, taking the average allocationto protect the basic livelihood of the people. To the present, back to the rural areas of family supportfunctions based social security system. Affected by historical development, farmers in traditionalagricultural areas of family-centered concept deeply rooted patriarchal rural farmers still exist, such asraising children for old age thinking, they believe relying on the state to protect their own lives relativelyunrealistic. The innovation of this paper is from the perspective of the historical development of social securityanalysis, in the context of the development of stroke along the development of the social security system, through the history and current situation of the development of domestic and foreign social security systemanalysis, the social security system suitable for China’s traditional agricultural areas Road Construction.Look at this issue from a historical perspective of development, is now China’s rural population is alsodivided into three types. The first category is the traditional farmers, the history of this population remainsthe pace of development, income subsistence crop production, farmers’ We want to take this kind ofprogressive way, step by step to improve their social protection. Or should start from the main land, accelerate the development of productive forces and promote economic development in the region, in orderto promote the social security system a higher level. The second category of migrant workers. These peoplein the middle stages, they aspire to city life, and has been living in the city to rent, so this part of thepopulation should be included in part of the city, urban residents enjoy social security benefits. The thirdclass of farmers rely on their own strength to industrial development as an opportunity to start their ownbusinesses farmers. Although this part of the farmers still live in rural areas, but its economic strength hasexceeded the general farmers, social security part of the population can come up with the Social Security System in town. The first part is the introduction, introduces the background and significance of this thesis topic, thepaper outlines the framework of research ideas and articles, and proposed research innovation.
