Farmers are very relying on the land security which limits theeffective of the land production and function. It is not only hinder the benefits ofeconomies of large scale land, but also hindered the social economic development inrural areas, more critical, farmers rely on the function of land security also reflects ourcountry’s social security system is uncompleted. With the continuous development ofsocial economy, the low level of land security has already cannot satisfy the demandof farmers groups, therefore, building new type of rural social security systemaccordance with the reality of our country’s becomes very pressing needs, theconstruction of new type of rural social security system, not only can meet thedemand of farmers growing security, but also make more land to liberate from theheavy land safeguard function, play its biggest production function. to build newtype rural social security system, is an only way to integration our country ruralland resources, realize the agricultural modernization and large-scale.At present, due to the affected by urban and rural dual system, the urban socialsecurity system and rural social security system faces the situation of artificialsegmentation and discriminates. With the continuous development of social economy,especially the accelerating city urbanization in our country, this kind of dual urbanand rural social security system is no longer conform to the actual needs of farmers inour country, farmers are urgent need to higher level of social security system tomeet the demand of the social security. However, as a developing country, Chinesecurrent rural social security system should be build based on the moderate principle,which requires the level of social security should according to the current level ofsocial and economic development. As a foothold in this paper, Based on data by usingfield research method of the Feng Huang village, Huang Ying village and Pai tianvillage, to analysis and propose corresponding countermeasures about rural social.This article can be divided into five chapters; the first chapter is introduction, toexplain basis of this article topic select and significance, some worth to learning foreign research methods and the research status of China. The secondchapter,through the study of the security function of land since to establishment thenew China, and concludes that the traditional way of land security as the mainguarantee of rural security system is not suitable for the needs of social and economicdevelopment now; The third chapter is a form of violent change in today’s societyeconomy, the research for the limitations of land security, analysis of the current newdemand for farmers is the social security function; fourth chapter is researched forLand safeguard, proposed under the current social economic development level, setup an out of the land guarantee and isolated rural social security system is not realistic,Chinese current rural social security system must be based on the new type of ruralsocial security system is given priority, complementary on the basis of traditional landsecurity; The fifth chapter is a new type of rural social security system in Chinashould follow the principle of which based on the analysis, puts forward theconstruction concept of the internal and external use, and at present our country hasbeen promoted to the defects of rural social security system expounded its views.
