Culture,as a kind of industry,has great economic significance and cultural value,which not just in terms of ideology, also very prominent in the growth of economic.Nowadays, modern science and technology, especially the rapid development of information technology, provides unprecedented convenience to the realization of the cultural products and services.At the same time, the role of economic significance of the cultural tourism industry in developing economic and in promoting social productivity is becoming more and more prominent.the Shangqiu ancient city,which was called Guidefu city in Ming and Qing dynasty, was builded in Ming dynasty zhengde six years (1511) and has a more than500years’ history,and the ancient city is still exiting on the ground now as one of the most well preserved ancient city in China. The ancient city is located in southwestern suiyang district, and has been the national key cultural relics protection units, national4A level scenic spots and national water scenic.In1986, the State Council approved Shangqiu Ancient Town as historical and cultural city in China.In1996,the ancient city was included in the national key cultural relics protection units.In2006,the shangqiu government invest47million yuan in developing the tourism and improving the hardware and software facilities of shangqiu to build shangqiu ancient city as a4A scenic spots. Meanwhile, the government used all kinds of media to propaganda ancient city, participated in various forms of tourism promotion activities to enhance the visibility and reputation, and formulate preferential policies to attract domestic and foreign tourists. According to the survey, in2012,the ancient city receivedl of906international tourists (times) in total, tourism income1,119,800yuan, which had an increase of40.6%and11.3%higher than in2011;received133.26million domestic tourists (times), tourism revenue114,296,500yuan, which had an increase of11.3%and35.6%higher than in2011.This paper analyzes the current development of cultural tourism industry of Shangqiu city, point out the problem of tourism management mechanism, operating mechanism, and the cognition of developing the tourism industry,and propose that the development of Shangqiu’s city cultural tourism industry should focus not only on the protection, but also on brand development and resource utilization based on the culture.
