With the development of economic globalization and the rapid increase ofeconomic of countries, in order to get up with the world economic growth, to avoid thedeviation from the path of economic development, countries generally started theurbanization, informatization and construction work of smart city connected with theurbanization and informatization. With the advancement of urbanization, the city populationincreased rapidly, leading to the city overload, and city resources, environment, ecology andcity infrastructure overwhelmed, causing many city problems. This not only resists thedevelopment of the city, but also affects the comfort of life of the city. At present, Withcondition of that China is the largest developing country in the world so far, problems isparticularly prominent that it causes large population and low utilization rate of resources inthe process of urbanization. Searching for the type of city that matching with the urbandevelopment, not only is a breakthrough that our country needs to take, but also is awidespread concern around the world.The steady improving of information technology and the ability of mastering thetechnique, broadband construction, the use of the Internet of things, the development ofcloud computing technology and the wide application and extension use of the newgeneration of mobile communication technology innovate, provides the support on technicaland the principle for the transformation of city type. When the informatization andurbanization city gradually has become the trend of development of world, the concept of “smart city” is born at the right moment, designated by makers as a national developmentstrategy decision right away.Smart cites’ construction is an important strategy in improving the economy ofcities in China. The Eighteenth National Congress of the CPC put forward clearly theconstruction target of “beautiful China". The meeting proposed that we shouldcomprehensively promote the coordinated development of political, economic, cultural,social and ecological construction. As a bonding point of4-zation, the smart city createsfavorable conditions for "beautiful Chinese" in the economic, management, service, culture.Wisdom city construction is a developing opportunity that researching for thedevelopment of the city after the economic crisis. Meanwhile, the smart city is also the mostsuitable way of promoting economic development, optimization of the industrial structure,upgrade the city management and benefiting residents. Since that the concept of” smartcity” is put forward, lots of cites put the smart city construction into political strategies ofthe city development. Inside of that, evaluation index system is indispensable in checkingand guidance in the level of smart city constructions. At present the research in smart city isstill in its early stages in our country, and the smart city evaluation index systems is notmature, causing existence of Blindness in smart city constructions, and repeated facilitiesconstruction, and so on. Therefore, constructing a set of scientific, reasonable, feasible,effective smart city evaluation index system is under such a circumstance. Starting from aheight to understand why do we build the smart city how to guarantee the quality of thesmart city construction and by what standard the content of the smart city construction.From high to low, from general to slight, from a long-term goal to the recent plan, and changing angle of view, analyzing of the problem, finally construct a set of widely used insmart city construction assessment system. In the basic theory and methods of theprevious, to do an in-depth analysis of the evaluation index system of smart city, on purposeto provide a reference for smart city construction and putting forward my own opinions inthe base of studying on the construction of smart city.
