The reform of state-owned enterprise is the central of the economic systemreform, the third plenary session of18th Central Committee of the CommunistParty of China pointed out that the market play a decisive role in resourcesallocations, which propose a new direction and goals to state-owned enterprisereform. With the improvement of Socialism market economy with Chinesecharacteristics, state-owned economy plays a leader role; the important of state-owned reform is construction and improvement the modern enterprisemanagement system, while the executive’s salary is the production of modernenterprise management system, so that the executive’s salary in state-ownedenterprise become the important issues.In the situation of reform, this dissertation which starting from my workcombines the research results at home and abroad, defined the concept of state-owned enterprise and executive’s salary, analyzed the formation of state-ownedenterprise executive’s salary, proposed the situation and question of state-ownedenterprise executive’s salary in China, then designed overall framework of state-owned enterprise executive’s salary management. In the second section, thisdissertation proposed the design process of state-owned enterprise and theperformance evaluation process and conformed salary structure, and thenproposed the calculation method of base salary and performance salary andmedium and long term incentive earnings. At the same time, we designed sometactics to ensure the implement of state-owned enterprise executive’s salarysystem from four aspect, which are strengthen the executive’s ideologicaleducation, improving the job evaluation mechanism, revising salary managementsystem, and improving the executive’s performance assessment institutions Atlast, the author chosen the Harbin Investment and Construction Company as anexample, aiming at solve the executive’s salary problem, redesigned the salary system of executive in Harbin Investment and Construction Company and thenproposed some countermeasure and suggestion. This dissertation enriches thesalary management theories about state-owned enterprise, and solved theenterprise problem in practice. This research is benefit able for salary theory andprovides reference for the reform of state-owned enterprises salary management.
