Currently, mergers and acquisitions is an important means of the social enterprises to rapidly expand their scales and achieve economic benefits. Many factors account for mergers and acquisitions, and human resource is undoubtedly the most important one. How to establish a scientific and applicable human resources management system from aspects of technology, systems, mechanisms and process for enterprises after M&A is critical for the success of enterprises’ mergers and acquisitions. This paper discusses mergers and acquisitions from the application view of logic design, system frame, the work steps, etc. By means of building a human resources system based on organizational downsizing, capacity allocation, job analysis, job evaluation, design of the competition for jobs, performance appraisal and compensation system, we try to reengineer the management process and redistribute the human resource. In this way, we can achieve a reasonable allocation of labor resources, maximize the wisdom and potential of human resources after the M&A, as well as maximize the enterprise’s business interests. On the basis of system construction, this thesis focuses on the core and difficult issues of "job evaluation" and "compensation system construction". By discussing them in detail, this thesis will put forward the establish methods and procedures of the point-factor method based job evaluation system and salary-points compensation system.
