Since the reform and opening up, China’s urbanization process accelerated fast. To2012, the urbanization rate reached52.6percent, one of the wonders of the world urbanization history. However, ultra-fast urbanization also brings a series of questions:Urbanization system instability, problems of migrant workers, metropolitan disease. They become obstacles to the process of urbanization in the new obstacles.We believe that these problems source from the drawbacks of traditional patterns of urbanization, from the right-sided understanding of the urbanization meaning. Urbanization is a process of socialization, the subject of which is human socialization. The final purpose of the urbanization should be comprehensive human development. We must adhere to the people-oriented theory, focus on human development and treat the interests of the people as all the starting and ending points. Too much emphasis on the development of "material" and the neglecting of "human development" urbanization approach led directly to the many socio-economic problems arising. In order to solve these problems in the further development of urbanization and to comprehensively promote urbanization healthy, stable and rapid, we have to reshape people-oriented guiding ideology with compliance with China’s actual conditions and a comprehensive understanding of urbanization, using which can we guide practice get out chaos crisis.Therefore, we propose an urbanization theory in perspective of "human development". It lay a clear "people" dominant position in the urbanization process. It will implement the ideas of humanism in all aspects of theory, requiring us to look at the humanism as an important guiding ideology, the interests of the public. We should respect people, develop people and achieve the human essence freedom. The urbanization theory in perspective of "human development" sources from the Marxist theory and the Amartya Sen’s concept of free development. The first chapter reviews China’s urbanization and faced several problems process since the reform and opening up. The second chapter analyzes the nature of the problem and proposed the theory of urbanization "human development" Perspective. The third chapter presents the evaluation criteria of "human development" level, that is, from the perspective of people’s freedom to determine. The fourth chapter attempts to analyze each of the tools of freedom. The fifth part of the article gives policy recommendations to promote the development of the human urbanization.
