Research On The Reform Of Sichuan Geological Prospecting Institutions

Geological prospecting institutions are social service organizations which mainly specialize in basic geological survey, prospecting and research. After the third plenary session of the eleventh central committee of the party, along with the reform and opening up and the gradual establishment of the socialist market economy system, many contradictions and problems occurred in the management system and operational mechanism of geological prospecting institutions, which became serious bondage to their development, innovation and the exploration outcome of conversion and affected China’s further deepening of reform of the economic system and political system.To this end, the State carried out a series of reforms to the geological prospecting industry, and it had a very tough journey of exploration. However, the previous reforms’ promoters were just the department or the industry; they were lack of unified planning and deployment from the national level, even were without setting clear goals and steps. All the geological prospecting institutions were forced to reform, and the overall direction of reform was "market-oriented" and "enterprise-oriented". The long-term exploration, changes in national policy and geological prospecting institutions’ intention of realizing rapid capital accumulation and development in the institution system, resulted in geological prospecting institutions’deformity of "institutions running in an enterprise way". Thus, while the reform of geological prospecting institutions started early, the progress was very slow. No matching policies and measures were made with reforms, and the goal of reforms were just to guarantee the geological prospecting institutions’ survival, without considering the development of geological prospecting industry and the needs of development of national economy and society. The reforms, in terms of their substance, became "unloading burdens" of the relevant national authorities and industry".The particularity of geological prospecting institutions, which differs from the general public institutions, can boost national economic and social development. Their historical baggage and real problems determine that the reform of geological prospecting institutions cannot simply or directly become "enterprise-oriented" and "market-oriented". After all, the radical differences between institutions and enterprises lie in unit properties, system design, as well as regulatory system. Reforms cannot be simply "unloading baggage", and we must adjust the institutional decision-making and operational mechanism from the national level, and on the premise of reforms, on the basis of appropriately reduced financial burden, taking into account the characteristics and particularities in geological exploration industry, and distinguish different types before can they be carried out.Based on the analysis of various ways of institutions’reforms adopted by the state in different times and under different policies, this paper reviewed the practice of reform of geological prospecting institutions in Sichuan, and analyzed the historical problems and restrictive factors to reveal the barriers to further deepening of the reform of geological prospecting institutions in Sichuan. And on the basis of analysis of foreign geological prospecting organizations and their modes of operation, developmental experience was concluded for enlightenment on the reform direction of Sichuan geological prospecting institutions.Through the analysis of the political, economic and social reality of geological prospecting institutions, and referring to national policy making, service, regulatory, this paper aims to offer proposals for the successful reform of Sichuan geological prospecting institutions. Through discussion, this paper points out that the relationship between reform, development and stability should be correctly handled to ensure the successful reform of Sichuan geological prospecting institutions, and the direction of the current reforms are pointed out, which should be classified as public service type according to the existing functions’change of Sichuan geological prospecting institutions.
