Research On Land-using Issues In The Urbanization Process

From "steadfastly adhere to the urbanization construction" to "adhere to the new path of urbanization with Chinese characteristics", China obtained significant achievements in developing urban and rural economy after more than ten years development. At the same time, Chinese government gained some success in eliminating the dual economic structure of urban and rural and shrinking the wealth gap between rural and urban areas. Urbanization is not only a major motivation to promote the rapidly development of Chinese economy in21st century, but also the important strategy of realizing sustainable development. The development of urbanization provides China with a new impetus to achieve economic takeoff, but it also brings a huge challenge to Chinese land resource utilization at the same time. The way to deal with this challenge and the solutions to the land use problems generated in the process of urbanization become focuses of scholars. Against this background, analyzing and making scientific policies to land use have become an inevitable requirement of the land utilization efficiency improvement.This article sets Shawan district in Leshan city as an example, and builds upon the secondary land utilization alteration data. According to the sustainable development theory and systematic theory, we study the current situation and problems of land use in Shawan district and present the practically specific measures. These measures provide Shawan district with decision basis for the scientific and rational land use in the Twelve-Five Planning.The main contents are as follows:The first part is the introduction. In this part, we state the significance of the studies that concern the land use problems in the urbanization. And we systematically analyze the national conditions, city conditions and characteristics of the time in the urbanization process of Shawan district.The second part is the theoretical basis of land use. We state the some basic conceptions of urbanization, land use and sustainable development theory as well as the systematic theory.The third part is the current situation analysis of Shawan district’s land use. We analyze this part from three aspects. First, we discuss the natural condition, economic development and the urbanization development in detail. Then, based on the secondary land utilization alteration survey of Shawan from2009to2010, we analyze the overall number structure and characteristics of land use. Finally, in order to explore benefits of land use, we use entropy evaluation method and extreme value theory to conduct quantitative study.In the fourth part, we discuss the existing problems of Shawan district’s land use and their causes. Combining the status analysis we done in part three and the problem we find in spot research, we analyze those problems from five aspects in detail. They are land use planning, balance between land use areas, actual situation of cultivated land use, urban land layout and ecological environment. Concerning the above-mentioned issues, this paper finds the causes of those problems from both objective and subjective aspects.In the fifth part, this paper makes recommendations to the policy of rational land use in Shawan district. Concerning the problems and the local circumstances, we make suggestions from the land use planning, land management, protecting arable land and intensive land use, etc.The last part is the conclusion. We indicate that improving the efficiency of land use in Shawan district should be high on agenda for the local government.
