| 30years of reform and opening up, our country in all fields of the unprecedented development has great prosperity, especially in economic aspect in which our country has exceeded Japan in2011and has become the second largest economy entity in the world. With the high-speed economic development, urbanization is speeding up continuously and has made great achievements. But, we should also see, a large Number of agricultural lands are been employed in the process of urbanization, which leads to a special group of people:land-lost farmers. They are laid in the middle of the townspeople and farmers, then become the "three without" disadvantaged groups. For the farmers having lost the land, the government and related departments in general only take cash compensation to make up for their lost. However, this kind of compensation is measured usually according to the original function of the land, but not the market prices of it, which make the land-lost farmer suffer a great loss. In addition, cash compensation is not considering the long-term development of the farmers, lead to their life can not get continuous security, and the phenomenon of land-lost bringing about poverty can be found everywhere. This treatment method is disadvantageous to the sustainable development of the socialist economy, and also to the building of the socialist harmonious society, which is against the people-oriented ideology.
