Research On The Social Pension Insurance Of Informal Employment

With the change of economic development and industrial structure, the labor market become flexible, and the informal employment become the main way to solve our employment problems. According to statistics, China’s current urban unemployment rate has been more than4%, and these people will find new jobs, which indicate that more and more people join the group of looking for jobs. At the same time, along with urbanization, many farmers migrant to cities, and this is a big challenge for the urban labor market, so in this way, the labor market will be an imbalance, there are not enough jobs of regular business for them to chose, then the employment of these people will be a serious problem. At this time, the emergence of flexible employment can buffer the pressure, and with the economic development, the flexible employment will be more and more popular. However, with the emergence of this approach, there have been many other related issues, including the social pension insurance of flexible employment. Social pension insurance is a major event in our people’s livelihood construction, in principle, under the social security policy, everyone who has a job should be involved in the system, but the participation rate of social endowment insurance is very low, especially for the informal employment, their rate is far below the average rate. In fact, informal employers’ incomes are very low, also unstable, they should be protected by society, and the social endowment can provide the security for them, but for the current situation, informal employers join in social pension insurance prenting a lot of problems, such as high contribution rate, low payment period, low grade,etc. This means these people are out of security, and in the long term interest point of view, it is not conducive to the harmonious development of society, therefore, we should pay attention to this problem and improve the informal employment of social endowment insurance enrollment rate is also conducive to the construction of a harmonious socialist society. The topic is from the growing attention for the social endowment insurance, but most people remain on the sidelines of the participation,and trust for the social pension insurance has kept a low level. However, as a mutual aid and social policy that benefit the community pension should not be such a treatment, we should find the essence of the phenomenon, to seek the causes of low enrollment. And now there are a lot of scholars who had done the research on the urban staffs old-age insurance, so in this paper, we will shift our attention to informal employment which ignored by people, it is meaningful for doing this research, first of all, informal employment has been an important part of our employment; secondly, for themselves, we examine this issue, it also can be a kind of care for flexible employers; finally, the issue of urbanization process also plays an important role in promoting the urbanization problems facing even more severe.Logical deduction and empirical research are the main research methods in this article, at the opening part of this paper, we show that why we do the study and significance for do this research, and then determine starting form the current status and related policies, combine empirical analysis, then get research results; Empirical study mainly takes Chengdu informal employment insurance cases as a example, doing a simple correlation analysis of the data obtained in the survey and finally find out the impact of flexible employment insurance rate factors. Research ideas in the study is that, first proposed the concept of a flexible definition of employment as well as its main components and features, and then review the pension insurance policies related to informal employment of society, social endowment insurance policy comparison of several representative cities try to find some reason for the policy, and then take Chengdu informal employment as a case study, identify the specific cause of the impact of informal employment insurance, and take analyze on our current problems of these policies, draw international experience, finally put forward feasible suggestions based on previous analysis.Finally, the view of this paper is informal employment should be included in the unified social pension insurance system, but according to China’s national conditions, we should design reasonable policies and specific implementation, including reducing rates, extending the payment period and so on.Also want to minimize the types of insurance policies, the same type can set multiple grades, this will be conducive to social endowment insurance fund management and payment.
