According to the report of the Eighteenth National Congress of the Communist Party of China, and Major Issues Concerning Comprehensively Deepening Reforms of the Third Plenary Session of the Eighteen Committee of the Communist Party of China, the state-owned enterprises still play a significant role in the development of the social economy, the construction of a moderately prosperous society and leading the social atmosphere.To further promote the reform of the state-owned enterprises under the new situation is not only an economic issue, but also a political issue. It is necessary to comprehensively and deeply grasp the spirit of the Eighteenth National Congress of the Communist Party of China, follow the guidance of the Scientific Outlook on Development, make clear goals, accelerate the transformation of the pattern the economic development and restructuring.NJ Investment&Construction State-owned Company is a local state-owned investment&construction company. In Neijiang, NJ Investment&Construction State-owned Company plays a very important role in state-owned capital investment and construction. At present, the external environment for the state-owned enterprises in Neijiang is undergoing profound changes caused by transformation of China’s economic growth mode and government function, as well as adjustment of the western development strategy in China. Therefore, the development strategy of the state-owned enterprises should adjust timely.Development strategy is the guiding principle for a company, therefore the scientific and reasonable development strategy is vital for a company’s sustainable development. The decision maker of a local state-owned investment&construction company should be a political observer to observe the political changes at home and abroad. In addition, the decision maker should be a financial analyst so that he can make the scientific and objective analysis of the company’s advantages and disadvantages, satisfy the government, and choose the right development strategy to achieve the sustainable development. At the same time, the company must coordinate the development strategy with the change of the internal and external environment. An investment company often needs to adjust its investment direction and investment proportions to guarantee its steady development.Based on the general theory of enterprise development and the changing background of the state-owned enterprises, integrating with the actual situation of the company, this paper analyzes the development strategies.Firstly, this paper generally introduces the basic theory on enterprise development strategy. Enterprise development strategy theory is divided into three stages and at each stage the main character is briefly introduced. Next, the foundation background, development and reform, enterprise organization and operating situation of NJ Investment&Construction State-owned Company are discussed. Based on analysis above, this paper discusses the competitive environment for NJ Investment&Construction State-owned Company, and its strengths and weaknesses will be elaborated.Based on introduction to the basic theory on enterprise development strategy, the author defines what the company wants to be, and then discusses company strategy from perspectives of company business, growth vector, enterprise organization, investment, financing, and human resources etc.
