Research On The Problems And Countermeasures Of The Integration Of Pension Insurance System

In recent years,the realization of fair pension on the basis of old-age pension has gradually become the social consensus.The dual pension system running in China for more than twenty years has been regarded as the biggest injustice of the pension system,and the death of double-track system is the inevitable trend of deepening the reform of the pension system.As an important part of the social security system,the pension insurance system has been strengthened and developed by the party and the state.In recent years,the pension insurance system in China has made some achievements,but with the development of the market economy,the reform of the pension insurance system in China faces many difficulties and challenges.In recent years,the Chinese government has issued a plan on the reform of the pension insurance system of enterprise retirees,focusing on reducing the gap caused by the two-track system,and striving to realize the equity of pension insurance system.it is in this deepening reform that the double-track system of pension insurance reached the end of January 14,2015.On January 14,2015,"the decision of the state Council on the reform of the endowment insurance system of public institutions and institutions"(hereinafter referred to as "the decision")is officially published,and the reform of the old-age insurance system of institutions and institutions is officially launched throughout the country.Decided to reform the endowment insurance system of the staff of institutions and institutions from October 1,2014.The basic old-age insurance system combining social integration and personal accounts of institutions and institutions shall be jointly contributed by units and individuals.This marks the end of the "double system" of pension insurance in the past 20 years.In the future,nearly 40 million government institutions will pay old-age insurance just like employees of the enterprise.This paper discusses and analyzes the "double track" variable " monorail" in the pension insurance system in five parts,the first part defines the basic concepts,and introduces the theoretical basis of the integration of pension insurance system;The second part introduces the practice of pension insurance system in China and the background of integration;The third part introduces the present situation analysis of the reform of the pension insurance system in Xi' an.The fourth part introduces the existing problems in the integration of the city endowment insurance system;The fifth part introduces the countermeasures of promoting the reform of the pension insurance system in Xi' an.Hope these research and discussion can provide theoretical support and reference for the reform,improvement and development of Chinese pension insurance system.
