Under the background of global CO2emissions, our country is most populouscountry and also is the second largest country in carbon emissions, reducing andcontrolling carbon emissions has become a global common concerned problem.This article selects panel data of Chinese30provinces and autonomous regionsin2005-2011, first of all analyzing China’s provinces and autonomous regions’current situation of carbon emissions and the total regional carbon emissions, percapita carbon emissions, then using theil coefficient calculatie the carbon intensityin the Eastern, central and western three areas and analyses the problem in them:China’s overall carbon emissions, per capita carbon emissions are on the rise, andthe growth rat decline slightly, per capita carbon emissions growth is slightly lowerthan emissions growth, at the same time, the regional differences of carbonemissions between different provinces are obvious, the total carbon emissions andper capita carbon emissions are of the the characteristics that east high and west low,and the intensity of carbon emissions present the characteristics that the Midwest ishigher than the east.Then analyze by the Moran I inspection and scatter diagram,the analysis results show that the per capita carbon emissions obviously exist spatialdependence and spatial heterogeneity.Further, inspect the per capita GDP, industrialstructure, energy structure, the strength of science and technology, opening to theoutside world and energy efficiency, urbanization level the seven indexes bymulticollinearity test.Then, do empirical research to per capita GDP, industrialstructure, energy structure, the strength of science and technology, opening up to thelevel and energy efficiency and carbon emissions per capita by the application ofspatial econometric model.The relationship between economic growth, industrialstructure, the level of opening to the outside has a significant positive effect on percapita carbon emissions, and the intensity of energy efficiency, technology impacton carbon emissions have a negative effect, in which the role of science andtechnology strength is not obvious.Finally,put forward the corresponding policy recommendations according to thethe empirical results: our country need to speed up technological progress,improving energy efficiency, optimize the industrial structure and energyconsumption structure which will be the effective measures in raising the level of economic development level, city opening to the outside world, when achievingcarbon reduction.At the same time, formulate and improve the relevant laws andregulations according to the provincial level, set up a regional cooperationmechanism is also our policy suggestions to reduce carbon emissions.
