Abstract:When the global economy steps into the period of slow and steady growth, it has become extremely urgent to adjust macroeconomic structure and industrial structure and to maintain a stable economic growth in order to make our national economy keep developing continually, healthily and steadily. In the recent ten years, led by fast-paced global economy, the basic industry, such as coal, steel and cement, got rapid development, the construction of productivity grew explosively, and environmental pollution became increasingly serious. The contradiction between structural surplus and development disharmony of basic industrial capacity was highlighted when economic development stabilized gradually. As the largest fossil energy in one-off consumption, coal takes the important status in the national economy, but at the same time is the biggest source of environmental pollution. Now coal production capacity is surplus largely and environmental pollution problems worry the public more sharply, so coal industry must accelerate the pace of adjustment in response to the development of the future.Against this background, this research was conducted centering on strategic transformation and development of state-owned coal enterprise, and hoping that it could provide some reference and help for Taiyuan Coal Gasification Group Corporation and similar Coal enterprises on strategic development.In our country, state-owned coal enterprise management was liberated from the original planned economy system and was changing gradually from focusing on the completion of tasks of planned production to the development of the overall enterprise efficiency. Large Groups were switching their attention from the enterprise operating management to the enterprise strategic management. From the perspective of strategic management, this paper first scanned and identified the complex and changeable external environment, and analyzed the macro environment and industry environment by applying methods of PEST and Porter Five Analysis Model. Secondly, this paper analyzed the enterprise internal resources and capacity and found relative strengths and weaknesses. Finally, it put forward a train of strategy development thought and planning suitable for the enterprise itself by use of the SWOT model to analyze the opportunities and threats brought by the external environment, the influencing factors of advantages and disadvantages brought by the internal resources and ability, and the combination of different factors, and then it put forward the feasible solutions to the specific implementation of strategic planning.Through the research on the strategic transformation and development of Taiyuan Coal Gasification Group Corporation, this paper has the following conclusions. For the corporation, the overall strategy should be:adhere to the development strategy to solve the difficulties, and with the thought of vertical integration strategy and related diversification strategy to strengthen the core development of coal plate, to expand coal chemical plate steadily, to expand gas plate, to cultivate new non-coal industry, to upgrade and optimize the industrial structure, to improve the comprehensive utilization efficiency of coal, and to enhance the comprehensive competitive power of industry chain. The business strategy should be:Coal plates keep low-cost strategy, that is, low cost expansion reserves of coal resources and low cost of coal production and processing; Coal chemical plates adopt differentiation strategy-----in new coal chemical industry sector, product differences are taken as a breakthrough to make the industry chain of coal plates and gas plates in place; Gas plates take centralization strategy, namely, to preempt and expand the market share of gas terminal distribution by the strategy of centralization, and to achieve higher exercise power so as to promote the company’s brand image.
