| ABSTRACT The land is an important carrier to achieve coordinated developmentof" Three Reforms " and the intensive use of land resources is the key to solve theproblem of the "bottle neck of land". Henan grabs the new rural communityconstruction as an opportunity and sees the local employment as the base, promotingland circulation and scale management and optimizing the allocation of land resources.Henan Province replaces stock of rural construction land and improves use efficiencyof the rural construction land, which alleviates tensions of urban construction land andlays the foundation for the coordinated development of "Three Reforms ". But in thecourse of the construction of new rural community, there are still some problemsabout the intensive use of land. Therefore, the research on the actual situation ofintensive land use’s process of the new type of rural community construction has greatsignificance to realize the intensive land use in rural areas and improve land’sutilization efficiency and to promote the rational allocation of land resources andsustainable development.On the basic of the theory research and the practical construction situation thathas been done domestic and overseas, using the relevant theories of community andthe land intensive use of the new type of rural this paper defines the concept of newrural community and the intensive use of land and analyses the new rural communityconstruction in Henan Province and the status of the intensive use of land. Theproblems in the process of construction land use are: the low-level planning, lack ofmacro-control mechanism, the flawed land intensive management model and therestricted land circulation. In view of these problems we should learn the relateddevelopment experience from the developed countries. Finally this paper puts forwardcorresponding suggestions to realize rural land intensive use: to plan in scientific way,to utilize rural intensive land; to perfect the laws and regulations of rural landintensive utilization; to improve the macro-control system of land intensive use; toperfect the market system. |
