Study On Land Conservation And Intensive Use In The Construction Of New Rural Community In Beijing Mountain Area

It has been 30 years, since The Chinese eleventh CPC Central Committee third Plenary Session opened. The economy and community of China has been developed rapidly. The rural area has changed its appearance a lot, as well as the urban. But The Urban-rural Dualism, as a barrier to the development, still impedes the progress of the socialist modernization and the solution of the issues of agriculture farmer and rural area.To promote the development of urban and rural integration, build New Socialist Countryside, narrow the gap of economic development between the urban and the rural area, Chinese has been devoting greater effort to the rural community construction.Only that can the farmers enjoy the bonus of reform and development.However,the rural community construction has been irrationally developed for a long time, especially the mountainous area. The extension of the rural community construction has led to the extensive utilization of land resources. It also has resulted in the decrease of the per capital agricultural acreage. So came out the problem: How to improve the rural community construction in the future? This paper tried to answer it by analyzing the influencing factors between the rural community construction and mountainous land utilization efficiency. The paper figured out that strengthening the intensive use of mountainous land was the important subject.This paper consulted lots of theories. Most of them were about the rural community construction, land efficiency and the intensive use of land.Combining with domestic and foreign research materials and data, the paper has done some on-the-spot investigations. From the above, we decided to take Mentougou District, one of the capital Ecological conservation development areas, for an instance. After investigation and analysis, we’ve found several problems in Mentougou District.Scarce land resources in the mountainous area, hysteric rural community construction, and low collective construction land utilization efficiency, all of these have impeded the development in urban and rural.After studying on the above-mentioned problems, the paper found it necessary to study the intensive use of mountainous land in the rural community construction. Then it discussed how to construct the new rural community, develop mountainous rural economy and land intensive utilization, and the paper figured out an optimal path to build the new rural community. This paper was expected to deliver some theoretical basis for the new rural community construction, mountainous rural economic development and land intensive utilization. Only that can improve the efficiency of mountainous land use in Beijing, and provide support to the development of urban and rural integration.
