The idea of sustainable development is produced by the result of resources andenvironmental problems in the process of development of human society. Its essence is to pursuecoordinated development between economic society and ecological environment and its corecontent is not only to meet the needs of the contemporary people,but also don t damage theinterests of future generations.China National Sustainable Communities (CNSCs) is a creation inthe process of promoting the sustainable development in China. It is an important practice anddemonstration activities in the world to explore the sustainable development.Ecological footprint model reflects the pressure of human activities on the ecosystem bycomparing the ecological footprint of all human consumption occupies and the ecologicalcapacity of that one has.In this paper, the author calculated the per capita ecological footprint andthe per capita ecological carrying capacity of China National Sustainable Communities ofGongcheng (GongCheng CNSCs) from the year2001to2012, analyzed the trends of the percapita ecological footprint and the per capita ecological carrying capacity in12years. The resultsshowed that the available per capita ecological carrying capacity showed a slight decline year byyear. It has decreased from0.953265ha/cap in2001to0.845112ha/cap in2012, and the overallchange was not obvious. But with the economic development and social progress, the per capitaecological footprint demand has increased from1.461447ha/cap in2001to2.225157ha/cap in2012. In12years it has risen52.26%with annually increasing3.9%in average. By comparingthe per capita ecological footprint and the per capita ecological carrying capacity the authorfound that GongCheng CNSCs was in a state of ecological deficit from2001to2012, and the percapita ecological deficit annually increased from0.508182ha/cap in2001to1.380044ha/cap in2012, which has risen1.71times. At the same time, the author introduced the ecologicalfootprint pea ten thousand yuan GDP, diversity of the ecological footprint, ecological economicsystem development ability indicators to evaluate the sustainable development capacity ofGongcheng CNSCs. The results showed that with the change of the year, the ecological footprintpea ten thousand yuan GDP was decline, and the diversity of the ecological footprint changedlittle, and ecological economic system development ability was in a clearly upward trend. Itshowed that resource utilization efficiency of Gongcheng CNSCs has improved year by year, andthe ability of sustainable development has greatly improved.To compensate for lack of ecological bias of ecological footprint model, the author also used the principal component analysis to do supplementary evaluation the sustainabledevelopment ability of Gongcheng CNSCs from2001to2012.The results showed that, thesustainable development ability of Gongcheng CNSCs increased year by year, thecomprehensive index increased from-1.191482in2001to1.84350in2012, growing2.55times.From the analysis of the comprehensive index of each subsystem, the evaluation result of theeconomic subsystem and social subsystem of Gongcheng CNSCs was on the rise as a whole andsome certain years was on the decline. The evaluation results of resources and environmentsubsystem showed a continued increase in resources and environment subsystem, whileevaluation result of scientific and technological subsystems has greater volatility which has asmaller influence on sustainable development ability.Ecological footprint model has ecological bias, principal component analysis is to make upfor the defect of ecological footprint on the economic and social conditions. Combining theassessment results of ecological footprint model and the principal component analysis, the authorargued that the sustainable development capacity of Gongcheng CNSCs was enhanced year byyear, but this was transition phase from the low level to high level development basing onresource consumption. To enhance the sustainability, and improve sustainable developmentcapacity in the future, GongCheng CNSCs needs to adjust the industrial structure, increase thedevelopment of tertiary industry; promote the construction pace of new industrialization andbuild a conservation-minded economy; build an improved technological innovation system,promote the technical transformation ability; raise the level of social undertakings, and ensure along-term stability of GongCheng CNSCs.
