County area is the basic administrative units in our country, is the key to the implement of sustainable development strategy, therefore, to strengthen the evaluation of the sustainable development of county area to carry out the research is very important. Yongtai county as a state-level ecological county, in the economic and social development at the same time, make its and the contradiction between the natural environment has become increasingly serious, to the road of sustainable development has become the inevitable choice of Yongtai county. Ecological footprint model as a method of evaluation of sustainable development because of its advantages of quantitative, make its in many research methods of sustainable development. In this paper, on the basis of study of domestic and foreign related literature, the ecological footprint model is set up, an quantitative evaluation of sustainable development in Yongtai county, the results can be used as Yongtai county to develop the scientific basis of sustainable development strategy. Will first Yongtai county as study area, the natural, social and economic status is analyzed.Second, mainly through statistical yearbook "Yongtai county from 2006 to 2015 and the United Nations food and agriculture organization (FAO) gather relevant data needed ecological footprint calculation, the ecological footprint in 2005-2014 in Yongtai county to carry on the empirical analysis, the results showed that per capita ecological footprint in Yongtai county change trend is in a state of instability, in general is on the rise, which, in the grassland ecological footprint per capita constitute, accounting for 39% than quantity; The slow decrease trend per capita ecological carrying capacity, among them, the largest proportion of arable land and forest land, 41% and 55% respectively; Ecological status in the ecological deficit, and in general has a tendency to expand, ecological deficit is almost 3.6 times that of 2014 in 2005, among them, the most serious grassland deficit. It can be seen that the current Yongtai county ecology has been in a state of unsustainable. On this basis, the use of regression prediction model for 2015-2020 in Yongtai county development trend forecast, forecast results show that for the ecological deficit, and a downward trend. explain Yongtai county situation is not optimistic about the future. Moreover, based on the ecological footprint calculation results, the use of sustainable development indicators for quantitative calculation analysis, the results showed:resources and energy utilization in Yongtai county in the gradually improved; Biological diversity and development capacity in rising; But the ecological security situation has reached a less safe level (level 4), ecological pressure index is rising. Then, from the evaluation of the sustainable development of China’s scale to Yongtai county in 2005-2014 in weak unsustainable state, and the weak state of unsustainable in strengthening, and the ecological footprint model was consistent quantitative research, shows that the calculated result is credible. Finally, the comprehensive it is concluded that the main factors influencing the sustainable development ability in Yongtai county can be summarized as:ecological demand, supply, land allocation reasonableness, science and technology, population and per capita income. According to the above several aspects, proposed in line with the policy Suggestions for the sustainable development of Yongtai county, mainly includes:the original land, improve land utilization; The development of science and technology, improve energy efficiency; Improve the quality of the population, the implementation of the ecological environment education; Optimize the industrial structure, the transformation of the mode of economic development.
