Owing to the new technological revolution and the development of productivity, the processes of produces can be completed in different countries since World War II. At the same time, decreasing reducibility of trade barriers and restrictions on foreign capital investment, resulting from effort of World Trade Organization, provide an institutional guarantee for the emergence and development of global value chains. The formation and development of the global value chain system, gradually changing the world economy, made the intermediate products trade more frequently. In addition, the division of labor in the past,"production+export", transformed into the division of global value chain system,"import (outsourcing)+production+export".First, this paper analysis background and characters of the division of the global value chain system, and circumstances of China’s participation in the division of global value chains. Then, describes the processes of technology spillover of global value chain system’s division. Finally, this paper establishes econometric models to analysis the effect of technology spillover of China’s export trade from the national level and industry level. And conclusions are as follows:(1) the division of global value chain consists of three levels, namely the technical links, production links and market links, and our country is mainly engaged in the lowest value-added production processes and main form of participating in global value chain is processing trade;(2) National level regression results show that the horizontal technology spillover effect of export trade is not significant, while the vertical technology spillovers effect of export trade via intermediate products and value chain connecting is significant, and industry level regression results show that both the horizontal technology spillover effect and vertical technology spillovers effect of export trade are significant;(3) The third model regression results show that coefficient measuring horizontal spillover effect of exports to USA is significant under1%level of significance; coefficients measuring the vertical spillover effects are significant under1%level of significance, indicating that China’s exports to USA and Japan will have a vertical spillover effects.
