The Study On History, Practical Problems And Strategies Of Ethnic Minorities’ County Governance In Huaihua

At present, the strategy of state governance in the west of China makes peopleshare the precious chance for development in the west area. Most local governmentsare faced with the difficulties and take advantage of the chance, which shows a verystrong trend for development. However, the support of policy made by state is givenby the city level or county administrative regional, instead of by block and dicing.Although these ethnic minorities is next to the supporting area of the state, they arenot allowed to share this supporting policy. As the transition between the centraland the west, these autonomous counties with many ethnic minorities neither havethe chance to share the supporting policy, nor do they have the chance to get thesupporting money. For a long time, they only depend on themselves to move forwardin practice. Thus, how to make the autonomous counties with ethnic minorities keeppace with the west supported by the state deserves to think.This paper is focused on the points and to carry out the research topic, how tocarry out the national minority in Huaihua County governance to strengtheninvestigation and analysis, the article is divided into six chapters: the first chapter isthe introduction, this chapter mainly elaborates the background and significance ofthe research, and reviews the relevant literatures about the party governance andcounty governance at home and abroad in this paper, and the research idea, content,method and innovation points were preliminary description. The second chapter isthe analysis of the minority county governance theory, the main concepts of thecounty governance and minority county governance and the meaning of this chapter,the system foundation of minority county governance, and the minority countygovernance significance analysis. The third chapter is the history and experience ofHuaihua minority county governance. This chapter mainly from the creation of theCommunist Party of China since the establishment of Huaihua changes to Chineseminority county governance, and summarizes the Huaihua minority countygovernance historical experience and the law. The fourth chapter is the analysis ofpresent situation and problems of Huaihua minority county governance. The fifthchapter is the countermeasures to accelerate the Huaihua minority governance. Thesixth chapter is the conclusion and prospect. This chapter mainly summarizes thearticle, and puts forward the research direction in the future.
