After major emergency events took place, it is always a subject for the field of emergent management to make a quickly and reasonable decision. Because of the complexity, randomness, insufficient information and time limit of those events, the scale of decision-making groups will be larger, the type of decision-making groups will be more complex, and the traditional decision-making methods is hardly suitable to this kind of large group emergency decision making of serious emergent events. Aiming at the fuzzy large group decision problems of emergency decision, the multi-objective and multi-stage decision making method of the large group based on fuzzy preference relation is proposed, this method further improves the decision-making theory and methods.The main works of this paper mainly includes the following:(1) Through the definition of conflict degree of two fuzzy preference relations, this paper analyze the preference of the large group; through the definition of consistency index, analyze the conflict degree threshold; through the entropy weight method, and then determine the weight of cluster and aggregate the preference of the large group.(2) Aiming at the large group decision making problem that every decision maker compares each pair alternatives with fuzzy preference relation for each emergency decision objective, a deviation entropy model is developed, this model can acquire the objective weighting based on the amount of useful information of each objective, a iteration operator of multi-objective consistency is used to aggregate the emergency decision objective.(3) Considering that the emergency decision making is a multi-stage interactive dynamic process under uncertainty, in order to obtain the group consistent level of the decision makers, firstly, an iteration algorithm introduced to make conflict resolution in this paper, so as to acquire the decision result of a certain conflict level quickly, then Considering the mutual influence of each stage, the markov chain is introduced to construct the state transition matrix, so as to make a multi-stage dynamic interactive decision.
