Abstract:Since the international financial crisis happened in2008, Micro, Small and Medium Enterprises in China have always been facing increasingly serious challenges, such as financing troubles, recruiting troubles, management troubles, and innovation troubles and so on. Chinese government always attaches importance to the service work for them, however, at the present, the service effect on Micro, Small and Medium Enterprises is unsatisfactory. It’s a concerned question that how to integrate the power of government, public service plat, and service intermediary together to supply a quality service to help them. So the paper focuses on this point, and does research on not only the specific process steps in the multi-agent involved public service of Micro, Small and Medium Enterprises, but also the motivation, the collaboration trouble, and the insured elements of multi-agent participate in service innovation. Through the exploration to these problems, the thesis hopes to obtain a complete understanding of the public service innovation of Micro, Small and Medium Enterprises with multi-agents.The paper chooses the case of Micro, Small and Medium Enterprises’ public service innovation in Changsha as the research object. The theory analysis and case study method are utilized in this paper. Firstly, realize the basic information about the public service innovation of Micro, Small and Medium Enterprises with multi-agent from the literature research and the exploratory interview. Then, the paper constructs a preliminary theoretical framework of four research questions by summarizing the literature. Thirdly, make at-depth study upon innovation case of Changsha, guiding by the preliminary theoretical framework. At last, modify the previous theoretical framework through the case research result analysis, and conclude the innovation theory of this paper.Through the research, this paper proposed that:(1) the innovation process model of Micro, Small and Medium Enterprises’public service with multi-agent involved. It consists of design, analysis, develop and promotion stages. And each stage concludes different steps.(2) The motivation model of government, public service plat, intermediary organ and Micro, Small and Medium Enterprises in public service innovation. They have five, three, two and four motivation factors, respectively.(3) The collaboration trouble of that. It mainly concludes that Inadequate competition among the service contractors, cooperation and coordination problems, and supervising and assessing trouble.(4) The insured factors of that. It consists of intellectual resources, organization resources and funding guarantee. At last, the development suggestions of improving public service innovation are put forward.
