| Along with further development and gradual improvement of market economy, the competitiveness of enterprises and organizations increasingly relies on scientific and effective modern enterprise management. As an important link in modern human resource management, performance appraisal can provide a basis for staff recruitment, training, remuneration plan and post adjustment, at the same time; it can guide the effective combination of employee behavior and organizational goal, and improve human resource utilization efficiency and output quality.Along with the advancement of electric power system reform, the competition among electric power enterprises is increasingly intensified, at the same time, the development of society and the progress of science and technology have enhanced the increasingly stronger dependence and sensitivity of national economy and people’s living on power supply, and increasingly higher demands on its quality, stability. As the basic energy industry concerning people’s livelihood, the county level power supply enterprises shoulder huge social responsibility in the pursuit of economic benefits. A staff team built through scientific and effective performance appraisal in the service of enterprise strategic goals with strong executive force and higher working efficiency plays a decisive role on the efficient fulfillment of responsibilities of power supply enterprise. GX electric power enterprise is an old state-owned enterprise founded in1990s. The institutional problems such as obsolete management idea, low-level duty ability of workers, lack of work motivation, and unsound incentive mechanism and performance appraisal not in place have become the main contradictions in its responsibilities fulfillment and development, and the performance appraisal system of this enterprise need to be improved and optimized.In this article we adopted the method of combining normative research and application research for study, with performance appraisal system of GX electric power company as the research object, firstly based on the research on basic theory of modern performance appraisal such as its concept, theory foundation, main methods and methods selection, briefly introduced scientific performance appraisal from the aspect of theory, and provided guidance and foundation for further problems and analysis. Then we reviewed and researched the current situation of performance appraisal of this enterprise through interviews with relevant personnel and collecting information related to GX electric power company, set forth the problems of this enterprise in performance plan and performance target, appraisal indexes and criteria, use of appraisal results, performance feedback and communication, and analyzed the reasons of these problems through further in-depth research. Combining the actual performance appraisal of this enterprise with scientific performance appraisal, we finally pinpointed the management structure and rationalized the management responsibilities from the performance appraisal organization management of this enterprise; Formulated performance improvement countermeasures from creating appraisal atmosphere and culture to the formation of performance plan and target, the determination of appraisal indexes and criteria, the application of appraisal results, performance feedback and communication, appraisal data preservation and so on.We hope to provide GX Company with theoretical basis and practical standards for its performance appraisal system improvement and optimization through the study in this article, promote the company’s performance appraisal work, and the common development of company and the staff. At the same time, as one of electric power supply companies, GX electric power company also hopes that this research idea and improvement strategy can be used as a typical or pilot study, with good guidance and reference function for performance appraisal work of other similar power supply enterprise. |
