The central region is an important grain production bases, energy and rawmaterial base, equipment manufacturing base and integrated transport hub ofChina, which lead to thise region becoming the "Central Deere" of the land. With theimplementation of central China plans, infrastructure and investment environment ofsix central provinces is gradually improving and the economic growth trend has alsopresented the obvious characteristics of regional and spatialagglomerations. However, compared with the eastern coastal areas where havecomparatively more developed industrial agglomeration, the overall level of centralindustrial agglomeration is lower, its economic growth rate is also lag behind theeastern region. The prevalence of output and employment structure isirrational, industry structure of central regions is inefficient structure and other issues.Considering of the above issues, this paper Utilize industry data samples of80prefecture-level cities in the central region from the industrial agglomerationexternalities diversification and specialization externalities perspective, aiming atstuding the impact of urban economic development mechanism and providing areference for the central region to adjust and optimize the industrial structure toachieve balanced regional development. This article proceed from the perspective of agglomeration of externalities, basedon use for reference of domestic and foreign scholars’study on externality effect onindustrial assemble. We calculated specialization and diversification index by usingthe industry data of80cities in the central China and found different cities of thecentral region of specialization and diversification index index showed three differentcombinations:high diversity and low specialization;higher diversity and lowerspecialization; compared low specialization and low diversification. We found that thehigh specialization existing in the Resource-based cities. Then,to empirical researchusing the panel data of specialization, diversification and other factors on the impact ofeconomic growth, and divided the central areas of the city into resource-based citiesand non-resource-based cities, for different categories urban classification empiricalstudy. The results showed that: from the whole, economic growth in the central areas ofthe city to benefit from diversification, specialization is not conducive to economicgrowth, but the result seems to classification and regression, specialization externalities significantly promote resource-based Economic growth in the city, but not conduciveto the growth of non-resource-based economy, diversification of external growtheffects of resource-based economy of the city was not significant, but significantnon-resource-based cities to promote economic growth. Finally, combined with theresults of empirical research, this article put forward some policy recommendations:Non-resource-based cities should cultivate a good environment for the growth ofdiverse and fully enjoy the city to bring Jacob external economic diversification;resource-based cities should be bigger and stronger leading industry, take advantage ofspecialized industrial structure of the city brought Marshall external economies;strengthen urban infrastructure;talent accumulation and reserves;properly handle therelationship between government and the market.
