Since2000the formal implementation of the western development strategy, infrastructure and ecological environment in the western region are gradually perfect, the environmental investment is gradually improving, the economic growth trend has also presented the obvious characteristics of regional and spatial agglomerations. For example, petroleum, chemical, mechanical, metallurgy industry gathered in Lanzhou; the textile industry cluster in Xi’ning; motorcycle industry in Chongqing and agglomeration of high-tech industry in Xi’an. However, in the eastern coastal areas where have comparatively more developed industrial agglomeration, the overall level of western industrial agglomeration is lower, its economic growth rate is also lag behind the eastern region. Investigate its reason, besides differences of regional resource, capital and other aspects that cause regular attention in previous studies, also maybe is the problem of industrial structure among regions. During the current theoretical study, most scholars are using provincial data for empirical study on external sources and agglomeration effects, and most of time, agglomeration effects may act more detailed in geographical area, if you analyze fundamental spatial unit of city instead of province will make the research one stage further.This article proceed from the perspective of agglomeration of externalities, based on use for reference of domestic and foreign scholars’study on externality effect on industrial assemble. Utilize79prefecture-level and above the city2004-2010industry data in the western of China, elaborate cities in the western area specialized externality, diversified externality current situation, and analyzed the current circumstance of economic growth in the western region. Then, to empirical research using the panel data of specialization, diversification and other factors on the impact of economic growth. Finally, combined with the results of the empirical analyze, put forward policy suggestions on formulate of the adjustment and development policy of western industrial structure. The main content of the article is divided into five chapters:the first chapter introduces the research background and significance, to find the breakthrough point of this article after comprehensive analyzed. The second chapter is the definition of specialized externality, diversified externality, and introduced the theory of industrial agglomeration and economic growth--classical economics theory, new economic growth theory and new economic geography theory, summarizes the domestic and foreign scholars’research direction and main points about the specialization, diversification affect economic growth, lay the theoretical foundation for the follow-up analysis. The third chapter mainly describes the status of the western city specialized, diversified level, and analyzed the situation of economic growth in the West region. The fourth chapter is based on above-mentioned chapters, based on the data of western city, established panel data model, analyze specialized, diversified externality affects economic growth by empirical method. The fifth chapter is based on the empirical test results, it puts forward some policy suggestions on the adjustment and development policy of western industrial structure.
