Electric power industry is a major basic industries in the field of energy of acountry, electricity is the life bline of modern national economy, for the economy todevelop, it is necessary to give priority to the development of electric power industry,the development of electric power plays a crucial role in China’s economicdevelopment, national security, social stability and the improvement of people’squality of life,a modern civilized society can’t do without the power supply. Theconstruction of220Kv-transformer substation in Jiuyuan industrial estate enhancesthe power supply capacity in Baotou Jiuyuan District, provides electric power forthe industrial estate, meets the power demands of both living and production;improves the quality of power supply in the area,and provides the access conditionsfor the new-built110Kv-transformer substation as well;with the of enhancement ofboth capacity and quality of power supply, regional enterprise gets its poweredguarantees, which provides the basic condition for the expansion of production scale,thus positive influence could be made on the development of regional economic.Electric power project construction is a major infrastructure construction whichmatters vital to national well-being, so it’s quite significant to make comprehensiveassessment on it. This paper mainly focuses on the220kV-transmission andtransformation project in Baotou Jiuyuan District, combined with its evaluation intechnical condition, environmental protection, energy-saving effect and economicefficiency, then make comprehensive evaluation of the whole project.This paper firstly introduces the general situation of220kV-transmission andtransformation project in Jiuyuan industrial estate, describes the economic and socialdevelopment in Baotou, load prediction in the industrial estate and present situation ofpower grid in Baotou, and on this basis the analysis of necessity on this project ismade. Subsequently,220kV transmission and transformation project of Jiuyuan,baotou industrial park technical conditions and effect of energy saving, environmentalprotection, soil conservation, environmental protection and economic benefitsanalysis evaluations.Thus, this paper set up the nine former industrial park of220kvpower transmission and transformation project in baotou comprehensive evaluationindex system, including technical indicators, energy saving indicators, environmentalindicators, economic indicators, and using the analytic hierarchy process (ahp) todetermine the weight of each index, the fuzzy comprehensive evaluation method forthe comprehensive evaluation of engineering projects. Evaluation results show that the whole project belongs to the highest degree of, project overall benefit is good, itprovides certain reference for the project.
