As a pillar industry of China’s national economy, the power industry is an important driving force to promote China’s economic development and social progress. In recent years, the power transmission project of China has been developed rapidly. However, large scale, lots of influencing factors and high uncertainties of power transmission project result disadvantageous effects. With the increasing investment strength for power transmission project in China, how to improve its management level, especially its risk management level, and how to reduce investment risk of the project effectively, become the focus of practitioners generally in electric power industry.This paper takes the risk evaluation and risk control of power transmission project as the research object. Firstly, this study expounds the research background and significance of power transmission project’s risk evaluation and control. A detailed discussion about the research status at home and abroad is carried out in detail, and introduces the subject and main frame of the research briefly. Secondly, the paper introduces the risk management theory of power transmission project in brief, which concludes the definition, objectives, main content and processes of project risk management, at the same time, the power transmission project’s concept, features, program, the existing problems and risk management are described in detail. Then, based on the presentation of existing project risk identification method, the paper builds a power transmission project risk identification model. The risks in decision-making stage, preparation stage and implementation stage of power transmission project are analyzed in detail, at the same time, the risk checklists in various stages are itemized. Furthermore, the paper carries out a risk assessment and response study of power transmission construction projects. This paper introduces and combines fuzzy set theory, risk matrix method and value method together, and then proposes a risk assessment method which based on fuzzy set and risk matrix method in power transmission project. The proposed method is simple and feasible, and it can reduce the strong subjectivity of the traditional risk matrix method. Meanwhile, based on different levels of risk, the paper formulates appropriate risk response strategies of power transmission project. Finally, the paper applies research results to an actual power transmission project, which verifies the feasibility and rationality of risk identification method and risk assessment method, and put forward the corresponding risk control measures.
