Cities in21st century have become each country’s center of political, culture, economy, science and technology, particularly for developing countries as China. It is expected that by2020, China will have55%of the population live in cities. Countries around the world research urbanization as an important manifestation of human living, working, and reposing. The main areas can be classified into urban economy, urban society, urban geography and urban ecology. The main achievements are urban motivation research, urban measurement methods and systems of urban development indicators. China is in the peak of urbanization, urban development will directly affect China’s international competitiveness in the future. Therefore, provinces in China will face new challenges of urban development of transformation, and there are many pioneer provinces in studying urbanization, such as Shandong Province, Guangdong Province, Shaanxi Province, the Yangtze River Delta region and so on. Shanxi province, a big province of resource and industry in central China, causes a lot of urbanization problems at the same time of economic development. This paper is based on the urbanization theory, with the overall guiding principle of the Eighteenth CCP and the "Twelfth Five-year" plan, combines with the real situation of urban development in Shanxi province, at last builds up a "urban development indicator system in Shanxi Province". First classifies Shanxi Province’s119counties, cities and districts according to the regional development conditions and comparative study. Take the capital of Shanxi Province Taiyuan and its10counties, cities and districts as a concrete example, then adopt the official data, with the help of mathematical models to determine the index weights and the contributions. horizontally contrast the value changes of the same level of each county, city and district. At last, after a comprehensive analysis of Taiyuan urban area development trend in nearly seven years in the aspect of economic strength, social development dimension. environmental protection, and cultural forces and so on, make a conclusion of development status and existing problems according to different urbanization problems due to different economic development conditions.Then propose a corresponding development strategy to provide a reliable basis for the successful development of the restructuring and development of Shanxi Province.
