The Rural Public Goods Supply Mechanism In The Overall Planning For Urban-rural Development In Henan Province

Balance urban and rural development requires to promote agriculture and led thecountry to the city, meanwhile it still requires to break the urban and rural dualstructure and form a new pattern of integration of urban and rural economic and socialdevelopment. It is an effective way to break the urban and rural dual structure,develop modern agriculture, narrow the gap between urban and rural, and realize tobalance urban and rural development by strengthening the supply of rural publicgoods and forming effective rural public goods supply mechanism.In recent years, theoverall planning for urban-rural development in Henan province have also made someachievements, such as the gradually urban village reconstruction, the rural economyhas obtained certain development, meanwhile the supply of rural public goods hasalso changed the form of supply and the inputs is increased under the background ofbalancing urban and rural development. However, with the rapid development of thecentral plains economic zone, which accelerates the balance of urban and ruraldevelopment,the city developing rapidly, while the rural development is relativelyslow, which makes the gap become wide between the urban and rural areas.Theseproblems are mainly due to imperfect mechanism of rural public goods supply, thecurrent supply system such as "top-down" make the machine ignored the realdemand of farmers, which caused the lag between the rural public goods’ demand andsupply,the unsound expression mechanism lead to the imbalance of rural publicproduct supply and demand; the unsound fund-raising mechanism caused the lack ofsource of funds of rural public goods supply; and the incomplete supervisionmechanism leads to the loss of the efficiency of public goods supply.However theimperfect mechanism directly lead to shortage of supply in rural public goods supplyin Henan province, which makes the total amount is insufficient, the supply isimbalance, the supply efficiency is not high, and could not meet the farmers’ demandfor public goods well.To solve these problems, we must change the rural public goodssupply in Henan, establish a perfect mechanism of rural public goods supply. Toconsummate the rural public goods supply decision-making mechanism, clear thescope of rural public product supply of government. Improve the reasonabledemand expression mechanism. Give full play to the regulatory role of the market,open a variety of financing mode. And establishing and perfecting the supervision andmanagement mechanism. Only fully improve the rural public goods supply mechanism in Henan province, provide sufficient and reasonable rural public goods,which can narrow the gap between urban and rural, balance the urban and ruraldevelopment, it is also a necessary condition for the development of the rural socialstability. This article mainly research the mechanism of rural public goods supply inHenan province under the background of overall planning for urban-ruraldevelopment, which divided into five parts:The first part is mainly about the basic theory research, summarize the the basictheory and its connotation of the overall planing for urban and rural development andthe connotation of the rural public goods and rural public goods supply mechanismand its components, and expounds the the relationship between the overall planingfor urban and rural development and the rural public goods supply.The second part mainly studies the change of the rural public goods supplymechanism in history in Henan province. Analyzed the rural public goods supplymechanism in different period which makes the reform and opening-up as watershed.The third part studies the importance of the rural public goods supply mechanismwhich means to the overall planing for urban and rural development in Henanprovince. Improve the mechanism of the rural public goods supply in Henan provinceis the objective requirement of the overall planing for urban and rural developmentand which is benefit to improve farmers’ living standard and so on.The fourth part mainly studies the problems which exists in current rural publicgoods supply mechanism in Henan province. And analysis of these problems to findout the causes of the problem.The fifth part studies how to improve the mechanism of the Henan province ruralpublic goods supply mechanism based on the research of the mechanism, analysisand discusses them from four aspects,which includes decision-making, financing,demand expression, supervision and management.
