A series of nature disasters happened in the last few years, for instance, frozen disaster inSouth of China in2008, earthquake in Qinghai Yushu, earthquake in Wenchuan in May12th,debris flow disaster in Zhouqu, and so forth, how to handle and recover from these generalcrisis, and to employ logistic on time become to a highlight in academic community of China.Generally, these entire public crises inclined to happen randomly, unpredictably andcorrelatively, all these can cause deadly consequences and it become more and more serious.How to respond to the crisis is a complicated systemic project. While after the public crisis,the progress of rescue will change along with the time, on condition of logistic on time,whether the rescue will succeed or fail mainly depends on the timing on how fast andproductive of our distribution. However, after the emergencies, the scientific planning shouldbe the first step to answer the crisis. This is the foundation. This is also an important indicatorto the following process. This is the key to value the results of the rescue. Therefore, inresearch of dealing public crisis should start with planning which should based on thecomprehensive understanding of the public crisis, meanwhile it should associate the plan withbasic theory. It will improve logistic on time and make it more systematic.The report adopts analysis in quantitative and qualitative. Firstly, one summarizes therelated literature of the domestic and foreign research about public emergency, and theresearch contents and results are analyzed. Associated emergency logistics with dynamiccollaborative decision-making and according to the conclusions of the existing literature,some senior scholars has been verified that the research is of great theoretical value andpractical significance in this field of research. However, most scholars in this field of researchhave not established the deep variable factors yet; this research contains only a great numberof the static state. Then one can see, at present, the dynamic research of emergency logisticslacks of systematic theory and in-depth research. With this context, one proposed thenecessity of the research content sincerely.Secondly, this report is based on the theory about emergency togistics; collaborativetheory,“the method of retracing and analyzing the scene”, dynamic programming, for behindestablish model in theory.Thirdly, one analyzes the four synergetic factors of emergency logistics, which included:coordination between the state council and local governments, synergetic transportation, andsynergetic material. One also analyzes the situation on the basis of the established emergencylogistics and virtual emergency logistics, and on the reliability of coordination system ofvirtual emergency logistics. Finally, this report also analyzes accordingly with the change oftime, space, aid type, quantity of the aid, and the network environment in the process ofdynamic change. This report also is on the basis of the associated construction of virtualemergency logistics and collaborative factors, such as traffic, information involved with evolving emergency rule. All these aim to make a more realistic actual situation of emergencysupply distribution with the planning of decision-making model of dynamic collaborativeallocation, which is for improving the rescue of efficiency of emergency.
