In recent years, solving the issues of agriculture, farmer and rural area, balancing urbanand rural development, promoting rural transformation has been the regulatory focus of thegovernment. As a new kind of industry, leisure agriculture could not only change thetraditional agricultural economic structure, but also promote the local rural employment,increase farmer income, and play a positive role in balancing urban and rural planning issues.The leisure agriculture has shown the signs of cluster and attached great attention in Shaanxi.So establishing the leisure agriculture industry cluster competitiveness evaluation system,figuring out the restricting factors and the way of promotion have a realistic guidingsignificance in optimizing the leisure agriculture industrial structure of Shaanxi, promotingefficiency of the allocation of resources and economic benefits. It also has positivesignificance to other areas.Based on the theory and the related literature at home and abroad, this paper analyzes theconnotation of industrial cluster, leisure agriculture and industrial clusters competitiveness.Then establishing the leisure agriculture industry cluster competitiveness evaluation systemand making clear of the development of leisure agriculture industry cluster constraint. Makingthe empirical analysis of Shaanxi and comparing with Sichuan to summarize the advantagesand disadvantages of leisure agriculture industry cluster competitiveness in Shaanxi province,to find out the promotion way, and to provide guidance basis for the future development plan.The paper’s main research conclusions are as follows:First, the study of leisure agriculture industry cluster competitiveness evaluation systemshows that competitiveness mainly comes from individual enterprises which represent thedominant character, as well as the rooted hardware, resources and location advantage. Interms of specific indicators, the influence weight of more than0.10are Management level,Industrial scale, Operating efficiency and Sustainability. The influence weight ranging from0.05to0.10are Tourism resources, Location advantage, Hardware facilities and Resistancerisk. The influence weight which is less than0.05are Regional brand, Industrial supporting,Government support, Openness and External economy. The universal regulation in the development of leisure agriculture industry cluster is that improving individual enterprises’competitiveness is the key and the government integration resources endowment is assistance.Second, the study shows that leisure agriculture industry cluster competitiveness ofShaanxi province is0.7446times of Sichuan province. The Management level, Location andGovernment support are Shaanxi’s advantages. Its reason is that Shaanxi’s governmentchooses places having location advantage and chooses excellent person to develop leisureagriculture. The gap between Shaanxi and Sichuan is bigger, which is all less than0.50times.It shows that the robustness of Sichuan is better than Shaanxi, and leisure agriculture industrycluster of Sichuan has built ability to survive. As to Tourism resources, Regional brand,Industrial supporting and External economy, the gaps are between0.50times to0.70times,which shows the gap between the two provinces is a little larger. The gaps in Scale efficiency,Hardware facilities and Openness are between0.70times to twice, and these two provincesare more or less in the three sides.In the promotion of Shaanxi leisure agriculture industry cluster, we should pay attentionto three points as follows: firstly, change the government’s role from dominant to guidance,supervision and service; secondly, make full use of financial and policy to improve thecompetitiveness of individual enterprises; thirdly, Perfect leisure agriculture managementstandard of examination and approval, to strengthen the construction of legal system andcredit system.Last, make the industry chain of Shaanxi leisure agriculture industry clustersmore perfect and catalytic leisure agriculture industry cluster to mature.
