Evaluation Research On Tobacco Agriculture Industry Cluster Competitiveness Of Sichuan Province Based On GEM Model

Since the proposing of industrial cluster theories, its connotation and role has been widely accepted by researchers and the theories have been applied into practical industrial production activities. Now more and more scholars begin to introduce the industrial cluster theories into agricultural production and hope to use agricultural indus。As the branch of agriculture, the development of tobacco agriculture also could effectively promote the growth of local economy. Chinese provinces have formed different tobacco agricultural industrial clusters, the southwestern region has gradually become he most important tobacco planting site and tobacco producing region due to its climate and environment, resources and policies, among them Sichuan province is the big agricultural province with large number of agricultural population, to increase the income of peasants especially to increase the income of peasants in mountain areas is an important challenge. The cities and states led by Liangshan state developed the tobacco agriculture as local key industry to lead the local economic development. With decades of efforts, tobacco agriculture has become an important part of Sichuan agriculture and has formed a certain tobacco agricultural industrial cluster, how to develop Sichuan tobacco agricultural industrial cluster well on the existing basis has great theoretical meaning and practical significance to promote Sichuan tobacco agriculture and Sichuan agriculture.At present quite few studies have been involved in tobacco agricultural industrial cluster and researches about the competitiveness of tobacco agricultural industrial cluster are also very few. The paper made concluding and carding on the domestic and foreign researches about the industrial cluster, agricultural industrial clusters, tobacco agriculture, and the evaluation of competitiveness of industrial cluster through the literature research method, and provided theoretical basis for the following writing.The paper made judgment on the concentration of tobacco agricultural industrial cluster in Sichuan province and determined that Sichuan province had formed tobacco agricultural industrial clusters, and analyzed the status of Sichuan tobacco agriculturalindustrial clusters from the comparison between the overview of Sichuan tobacco agricultural industrial clusters, the problems of the tobacco agricultural development and the development of tobacco agriculture in domestic big tobacco province Yunnan province.Then the paper introduced the diamond model and the GEM model developed on the basis of diamond model, analyzed the applicability of GEM model in the research of tobacco agricultural industrial clusters and further built up the evaluation index system of tobacco agricultural industrial cluster competitiveness on the basis of GEM model, adopted the analytic hierarchy process to firstly illustrate the index weight selecting way and then determined the weight of each index and obtained the scores of each index through summary operation, and finally got the total competitiveness scores according to the GEM scoring formula. According to the GEM scores, we could conclude that the competitiveness of Sichuan tobacco agricultural industrial clusters are beyond the domestic average level and has a certain competitiveness but there is still big gap between developed industrial clusters, then with the analysis on the index results, the corresponding suggestions and strategies have been put forward to promote the development of Sichuan tobacco agricultural industrial clusters.The last part of the paper summarized the conclusions of the paper and the shortcomings.
