China is an agricultural country, rural governance and development has alwaysbeen an important part of national development in background of rural formalorganizations’ economic functions increasingly weakening. Rural governance is notonly more important, but also extremely difficult. With the development of ruraleconomy and society, the social infrastructure of rural society has undergoneimportant changes, how to adjust rural governance mechanisms has become the socialfocus. Rural governance requires synergy of multiple subjects, and state power haslong been playing a leading role in rural governance;there are many problems in thisgovernance system in today’s new rural construction.Farmers’ cooperative economic organizations develop and participate in ruralgovernance through interaction with the township government and villageorganizations, and gradually they form a composition of forces in rural governance. Inthis paper, based on governance theory, rural administrative group (townshipgovernments and village committees) and farmers’ cooperative economicorganizations are selected as the research objects. Through comparative study,systematic research, literature analysis and multidisciplinary research methods, themain two types of governance body-the administrative organizations and farmers’cooperative economic organizations are analyzed, the problems of them in ruralgovernance are briefly described, and the corresponding countermeasures are raised.The paper draws the following conclusions.With the degree of organization of farmers’ cooperative economic organizationsimproving and participation in village governance, the integration of rural cooperativeeconomic organizations and village organizations will become the result of farmers’cooperative economic organizations participating in rural governance and themainstream model in rural governance development. In long-term, with theimprovement of the market economy and maturity of farmers’ cooperative economic organizations, development of rural governance model will be changed from"government dominating, market guiding and multi-governance" to “marketdominating, government guiding and multi-governance”. The secondary ruralgovernance structure change is a gradual, non-balanced, long-term process of change.To create a new rural governance model, we must make effort in the transformation ofgovernment functions, village organizational relationships processing and cooperativeeconomic organizations’ normative development, to build a co-existence,co-ordination development environment, and form the resultant force in ruralgovernance.
