Counter-urbanization the construction of rural urbanization is the major strategicissues which are related to the political, economic and social development of a country. Itis also related to the country’s prosperity, stability. It takes an important place in thecountry’s political stability, economic development and social progress. Recently, withthe deepening of economic reform, the level of productivity and the conditions oftransportation and communication has developed a lot so that the requiring of the ruralurbanization construction becomes increasingly urgent. In2011, the rate of theurbanization achieved more than50%in Hubei Province. Meanwhile, the urbanpopulation exceeded the rural population. This became the landmark change in urbandevelopment. As an important province in the middle of China, the construction of ruralurbanization in Hubei Province is accelerating nowadays with the boost of the cityconstruction. It has greatly improved that the level and quality of urbanization now,which also cannot catch the developed coastal areas, rather than the time before Reformand Openness.The paper analyzes the current situation of rural urbanization, the achievements ofthe construction of rural urbanization, and the existing problems in Hubei Province. Andgive some advice for solve the problems or give some explanations for the reason ofthese problems. The paper consists of six parts as follows:The first part states the background and significance of the paper. And it show us thecurrent situation of rural urbanization’s study at home and abroad. The study principalline and the methods of research and possible innovation of this paper are also in thispart.The second part discusses mainly about the theoretical and practical significance forrural urbanization. It gives the definition for urbanization and the analysis of towns’functional firstly. Then it introduces the four theories which play guiding roles in theconstruction of towns. Finally, it gives the significance of the rural urbanizationdevelopment in theoretical and practical aspects. In the third part, the current situation of the construction of rural urbanization inHubei Province as well the analysis for the problem is given. It also finds the problems indeveloping.The fourth part describes the typical model and enlightenment of urbanizationdevelopment at home and abroad.The fifth part gives four proper urbanization development models which show theproper area and characteristic ways for urbanization construction in Hubei Province,which is based on the rural urbanization construction theory and depends on the differentdevelopments in different area, the resource sharing, and the location in Hubei Province.The last part is the conclusion.
