Research On The Land Use And Its’ Regulation Of The Tourist Island Based On The Landscape Value

Due to the special natural and geographical conditions of sea islands and their’sresource endowment, tourism is the dominant and the pillar industry for many parts ofthem, with the development of the tourism industry, the strength and depth of theislands’ exploitation had constantly enforced. Weizhou Island is the biggest and theyoungest volcano island which form by the volcano eruption of China，also is thebiggest tourism island of GuangXi, its unique natural landscape and the beautifulisland scenery is its core value.The paper first take a qualitative evaluation of the landscape value for WeizhouIsland, then via construct a scientific and reasonable evaluation system of landscapevalue to estimate, use Delphi method to determine the weight of the index system,meanwhile on the basis of Likert’s five level scale, combine the expert investigationand the multi comprehensive evaluation method, to evaluate the value of thelandscape of Weizhou Island; The qualitative assessment and the quantitativeassessment’s results both showed that, Weizhou Island is rich in landscape resourcesand high in landscape value. However, how to strictly protect the rare landscaperesources, and through the maintenance and regulation to make it constantly addedvalue, is the major primary issue in the tourist island’s developing process.For the above problem, this study attempts to explain from the perspective ofland use. Base on positive analysis the relevant regulations of the <land managementlaw> to confirm the legal status of the land use overall planning, use the GIS spatialanalysis technology, to do deep analysis of the construction land’s changes ofWeizhou Island between years of the last round of the land use overall planning andthe current round. The results show that, the land use overall planning has asignificant guiding effect and significant constraint effect. Thus, according to theactual of the tourist island like Weizhou Island，recommended that we can establish a“landscape land area”, which is the carrier of landscape value, and we should alsoincorporated it into the land use overall planning.For the recommended “landscape land area”, Through the analysis of thecollected data, based on the understanding of the Weizhou Island, we try to delimit theconstitute classes of the “landscape land area”, and attempt to mark them on the maps.meanwhile we also try to classify the Weizhou Island’s "landscape land area level",that map visual showed the different contributions to the Landscape value of thedifferent "landscape land area level", and it also enhance the operation of the landscape resource industrialization.Considering to the remarkable efficiency of the land use overall planning，weshould rely on it to regulate the “landscape land area” For zoning, the paper analysisthe principles and the contents and the corresponding measures of the regulation,respecting to generate a corresponding control effect, perfect the system of land useregulation, for it form a institutional advantage to continuously provide support forthe development and the utilization and the protection of the tourist island likeWeizhou Island in land system.
