Enterprises to fulfill social responsibility both from around the world and from ourcountry and the scientific outlook on development under the background of building aharmonious society has become a consensus and development trend.With theinternationalization of China’s construction and the market competition is becomingmore and more increasingly fierce,then construction enterprises only on the traditionalcompetitive strategy that its own internal resources to gain the competitive advantagehas not been able to adapt to the fierce competition environment,but the businessesfulfill social responsibility to have a strong social support form a differentiatedcompetitive advantage is more and more attentioned.So from the perspective of socialresponsibility to build and enhance the core competitiveness of construction enterpriseshas become the only way to achieve healthy and sustainable developmentThis paper systematically analyzes the corporate social responsibility and corecompetence theory,and analyzes the internal relationships between them, then to buildthe evaluation index system of core competence of construction enterprises based onsocial responsibility,and using the structural equation model to verify this indexsystem,then to determine the best evaluation index system. Using the theory of supportvector machine to build the evaluation model of support vector machine, and in order toovercome the blindness of the SVM parameter selection,ACO was introduced tooptimize the parameters of SVM.At last,using the construction enterprise’s corecompetitiveness evaluation model of ACO-SVM to empirical research,and giving someadvice that enhances the core competitiveness of construction enterprises.
