Today because of deepening social division of labor, and the realization of the value of any final product and service can not be completed by a business. It subjects to the constraints of their relationship in the network structure.And emphasis on the formation and accumulation of corporate social capital has become a modern new growth point of value creation.Therefore,the construction of China’s economic development as an important part, the traditional competitive strategy only by their own internal resources to gain a competitive advantage can not adapt brutal competitive environment.How to nurture and develop their own social capital,and how to use it to increase the realization of the value of the business are pressing issues faced in management practice.This paper describes corporate social capital and core competence theory systematically.We analysis the inherent relationship between social capital and core competitiveness and research how corporate social capital change into the core competitiveness.We should build construction enterprise’s core competitiveness evaluation index system based social capital. And with the structural equation model to do validate index system,to screen minus invalid index.And then determine the best evaluation system.Then we use the SVM support vector machine theory to build evaluation model.For overcoming blindness of chosing parameters by support vector machine we introduce particle swarm algorithm to optimize the parameters of support vector machine. Finally,the article do empirical research by PSO-SVM construction enterprise’s core competitiveness evaluation model,and gives the corresponding proposal to enhance the core competitiveness for construction enterprises.
