As a pillar industry of national economy, construction industry is directly related to the development of iron and steel, metallurgy, chemical industry, electronics, logistics and so on, in total, more than50industries. The stable development of the construction industry, as well as the sustainable competitive advantage, will promote the national economy to develop sustain ably and rapidly, together with the social progress. At present, as a result of the globalization of the market economy, construction companies are facing challenge of many competitors at home and abroad, as a consequence, to build construction enterprise’s core competitiveness has become the only way to maintain a competitive advantage.With the age of knowledge economy’s coming, intellectual capital gradually replaced the commodity capital, interest-bearing capital which are the traditional capital, so the intellectual capital has become the power source to gain an advantage in competition. More and more scholars begin to discuss elements and the evaluation model of the core competitiveness of enterprises from the perspective of ntellectual capital.Based on the systematic discussion of intellectual capital and core competence theory, this paper analyzes the inherent relationship between intellectual capital and enterprise core competitiveness. It also build a index system by intellectual capital elements and the core competitiveness of construction enterprises, which contributes to the establishment of a core competitiveness as one class index, and the human capital, technological capital, organizational capital, market capital, social capital, all together five level two index as well as25level three index construction enterprises core competitiveness evaluation index system. Validate the established index system by structural equation modeling and ultimately determine the best evaluation index system.Establish the supporting vector machine evaluation model by supporting vector machine theory, with the relevant data of the20construction enterprises in Hebei Province, as the sample data to train and test the model.Optimize the parameters of supporting vector machines by using ant colony algorithm in order to overcome the blindness of parameter selection of supporting vector machines. According to the analysis by comparing the supporting vector machine model with cross validation, the ant colony supporting vector machine model for the evaluation proves more accurate. Finally, analyze a construction group in Handan as an instance example by the ant colony supporting vector machine model and give the corresponding countermeasures and suggestions to enhance the core competitiveness of enterprises.
