Modern service industry is accompanied by the development of information technology andthe knowledge economy, generated by the main support of modern science and technology,especially information technology network, and based on in the new business models, servicedelivery and management methods. China is entering a new era of service economy, so modernservice industry is facing great opportunities for development in the "Twelve Five" period.However, the immaturity development of modern service industry makes service industrybecome one of the largest short boards of economic development. What’s worse, there is a bigdifference competitiveness between China’s31provinces in the modern service industry, whichrestricts the balanced development of modern service industry.In the analysis of the current development of modern service industry, relying on ProfessorJin Bei’s industrial competitiveness "causal analysis paradigm", this paper distinguishescompetitive advantage and competition results, compares previous studies, Builds a scientificand reasonable evaluation index system of China’s inter-provincial modern serviceCompetitiveness, points out an innovative evaluation model which combines principalcomponent analysis (PCA) and support vector machine (SVM), and uses language R3.0.1toevaluate the competitiveness of China’s modern service industry between31provincials.Studies show that, there are different degrees of modern service industry between China’s31provinces in four aspects of competitive advantage such as industry structure, innovation,management of the environment and the market scale, resulting in their differentiation ofcompetitive results. The empirical approach both PCA and SVM has better predictive results andgood evaluation capacity, which has important academic value and practical significance for thefuture development of the entire modern service industry.
