Since the beginning of2004Party Central Committee for the first time put forwardthe "peasant ’ s income problem", ten years passed, the difficult problem of peasant ’ sincome get some relief.however,It’s far from the goal that The18th National Congress ofCPC proposed, a double farmers ’income in2020.Recently ministry of Agriculture alsohighlighted, the first priority of doubling the farmer’s income is to increase farmers’income from household business operation. However, in this period, the rural labor forceage structure, sex structure and educational structure has undergone profound changes, thetrend of population aging and feminization of the rural labor force are increasinglyprominent, on the growth of farmers’ income from household business operation have asignificant impact.Therefore, this article uses structural changes in the rural labor force as the startingpoint, to analysis the correlation of rural aging, feminine trends and operating income ofrural households in the context of urbanization and labor transfer, which will greatlyimprove the relevance and effectiveness in farmers’ incomes policy,to provide a strongertheoretical support and decision making for agriculture policy in the near future.First, from the principle of comparative advantage and the social division of labor,human capital and savings three point of view analysis the influences of the populationaging and feminization on farmers’ income from household business operation in theimpact mechanism and path, which will provide a theoretical basis for the followingmodel for subsequent measurement and policy analysis.Then using26provincial-level administrative units panel data in2000-2011, withfixed effects and generalized least squares (GLS) empirical test, studies have shown that:also both sides are the performance of the labor weak, the aging of the rural labor forcehave a significant negative impact on agricultural production and operating income ofrural households, but with the passage of time, scientific and technological progress andtechnical efficiency can digest some negative effects of aging. While, the feminization ofthe rural labor force in modern society is the division of labor within the family’seconomic rational choice, since the division of labor effect exists, to increase the proportion of women in the workforce did not directly have a negative impact onagricultural production, and rural residents per capita household income positivelycorrelated, with rising levels of rural labor feminization, which will be possible togradually offset the output efficiency of division of labor, thus constrain agriculturaloutput and farmers’ income growth in operating.Finally, according to the conclusions of this paper, we have come to two policyimplications: First, we must distinguish between aging and feminization of rural labor,gender awareness must be taken into account into the design of public policy, Second,there is targeted to adjust the direction of reform in capital policy, incomes policy andrural institutions.
