Building energy consumption is one of the three main energy society, with the economicdevelopment in China, Building energy consumption increased year by year. Under currentconditions, energy resourcesare non-renewable. Energy conservation will be one of the basicnational policy of our country’s long-termadherence, No matter from the sustainabledevelopment of China’s domestic demand, orfrom the response to global climate change.Existing buildings for energy saving upgrades for saving society has important and far-reaching significance.With the continuous development and expansion of domestic energy services,EnergyManagement Company which base on EMC mechanism has become an important new forcein China’s energy market. The12th Five Year Plan in China clearly put forward "to developthe energy management contract as the main mode of energy service industry, and constantlyimprove energy Service Corporation technology integration and financing ability.".At present, in the basic operationmode of EMC projects,ESCo usually bearmuch of therisk. To ensure that existing buildings smooth implementation of energy-saving projects, andenergy-saving benefits of the contract, the project for scientific analysis and risk managementis critical to the success ofEMC projects.In this paper, the main research object is A building energy saving transformation projecton EMCmode, As example analyzes the level of riskon similar existing EMC projects intechnology, market conditions, management practices, customer resources, etc. applies theprinciple of AHP to establish risk model on A building energy-saving in the whole life cycleof the EMC projects, helps ESCo to identify project risks through quantitative analysismethod, A building considered when conducting EMC energy saving, risk of marketcompetition, technological effectiveness of risk, information risk and default risk customersgreater effect on its transformation, ESCo should pay particular attentionto these risks,thenputforward the corresponding control measures.
