In the current, China is developing in a stage in which industry is promoting agriculture,and cities are promoting rural areas. The central and local governments both put muchconcern on socialism new rural construction and the integration of urban and ruraldevelopment. Relationships between urban and rural areas, between people and land, eventhe regional structure have been changing a lot. On the one hand, the rapid urbanizationprocess makes land for the infrastructure construction demand.There will be a long-termcontradictory problem of land demand between infrastructure and arable land. In rural areas, on the other hand, there is much land in idle. Some villages even become "hollow village". The contradiction between urbanization and new rural construction become a serious problem. Rural land renovation work, therefore, has very important strategic significance for development of urban and rural areas as a whole, arable land protection, promoting the newrural construction, and gradually eliminating the urban-rural dual structure. It is also crucial to land value increasing, and farmer income increasing. Furthermore, it has positive practical significance to enhance the level for supporting famer policy.In the context, the target area in this case study is Mizhi County located in a typicalloess hilly-gully region in Shaanxi Province. After analyzing the basic data of the arableland in this county, we estimated Agricultural Land Consolidation Potential (ALCP) usingdatabase statistics analyses and field survey methods, and the Arable Land QualityImproving Potential (ALQIP) via index evaluation method. Then, we got the AgriculturalLand Consolidation Comprehensive Potential (ALCCP) after combining ALCP and ALQIP.We also got the Land Reclamation Potential (LRP) using adaptability quantitativeevaluation method according the basic data of abandoned land. Finally, the ExploitationPotential of Potential Arable Land (EPPA) was evaluated by expert scoring method. We gotthe following primary conclusion:(1) There are44974hectares land need to be consolidated, which could potentiallyadd2551hectares arable land, the coefficient is5.52%on average, yield coefficient is17.23%on average. According to the ratio of potential arable land area and yieldcoefficient to total area of agricultural land to be consolidated (RAC) in each villages ortowns, the agricultural land in the county could be divided into three levels..(2) There are860hectares rural construction land need to be consolidated, whichcould add194hectares potential arable land,the coefficient is22.57%on average,.According to the ratio of potential arable land area to total area of construction land to be consolidated (RAC) in each villages or towns, the construction land in the county could bedivided into three levels.(3) The total area of to-be-re-cultivated land is591hectares, which could add arableland354hectares, the coefficient is59.92%on average. According to the ratio of potentialarable land area to total area of to-be-re-cultivated land (RAT) in each villages or towns,the to-be-re-cultivated land in the county could be divided into three levels.(4) The area of unexploited land in this county is2387hectares, which1982hectaresland could be exploited as arable land, and potentially add1714hectares arable land.According to the ratio of potential arable land area to total area of unexploited land (RAU)in each villages or towns, the unexploited land in the county could be divided into threelevels.(5) Relatively, the potential of the unused and can be developed land is maximum inthe Mizhi county. We should fully tap the potential of unused and can be developed land,at the same time, we should actively cooperate with other land management activities, toget the purpose of increasing effective cultivated land area,improving cultivated landquality and protecting the ecological environment in the same time.(6) Through measuring and classifying the potential to the agricultural land, ruralconstruction land, reclaimed land and unused agricultural land, the study can providetheoretical basis to the methods of land consolidation of agricultural land in countyterritory.
