Research On Overall Planning Of Construction And Operation Of Harbin Metro First-stage Project

As China’s urbanization process is gradually accelerated, urban transport isfacing a severe situation and challenges. Because of the advantages of greattransport capacity, high speed, safety, punctuality, energy efficiency andenvironmental protection, urban rail transit is becoming vital strategy and firstchoice for a big city being out of the transport plight. In the1985’s blue booknamed “Chinese technology policy”, urban rail transit has been determined asthe backbone development of the integrated transport system for cities with overmillion population. However, as urban rail transit project has some specialfactors, such as big investment, long construction period, high cost, complexityof system architecture and higher level of technical requirements, itsdevelopment faces to constraining. Therefore, as a complex systems engineering,in the construction and operation of urban rail transit project, how to useeffective systems integration and optimal allocation of resources to achieve thesuccess of the project construction and efficient operation of the system, is anurgent research subject.Using research theories of project management and systems analysis,research methods of normative research combined with empirical research,theoretical research combined with applied research, this paper carried out aresearch on overall planning of construction and operation of Harbin MetroFirst-Stage Project. Through analysis on urban rail transit project characteristicsand related theories of urban rail transit project construction and operationsmanagement, this research educes the theoretical methods of organizationmanagement and operational management of urban rail transit project. Using ofsystems analysis theory, this research analyzes contents module and planningprocesses and methods of overall planning of urban rail transit projectconstruction and operation, puts forward the theoretical framework of overallplanning proposal of urban rail transit project construction and operation.Regarding Harbin Metro First-Stage Project as a case, this paper carries anapplied research on overall planning of urban rail transit project constructionand operation, and designs an overall planning proposal of construction and operation of Harbin Metro First-Stage Project.The research on the overall planning of urban rail transit projectconstruction and operation, is not only related to the success or failure of theproject itself, but also to the effects on the city’s development and people’sliving. Successful application of the general planning proposal is usefull notonly to the smooth implementation of project construction and increasingoperation efficiency, but also to providing reference for the subsequent subwayproject construction and operation.
