| The implementation of affordable housing system in Harbin not only solvingthe housing problems of some people and restraining rising housing prices to someextent, but also driving the development of relevant industries promotesconsumption and stimulates domestic demand. In12th Five-Year period, HarbinCity will continue to thoroughly implement the development strategy of "North-leap,South-extension, Central-flourishing, and Strong-county" and to accelerate thedevelopment and completion of thousand units of affordable housing constructiontasks. In the process of policy implementation, however, it still can not help butappear a series of questions, such as ill-defined supply object, too large house area,substandard quality, implementation of the policy ineffective, poor supervision andexecution, all which need for government to focus on long-term development,continue to strengthen systems for construction of affordable housing,improve thesupport mechanisms and create the appropriate functions to give full play to theenvironment for achieving the purposes of the original intention of the system.This article describes affordable housing development process and its statusquo of the Harbin City, analysises of the problems during the execution of thecurrent affordable housing system in Harbin City and proposes for adjustment on theprotection of objects of affordable housing from low-income families tomiddle-income families with housing difficulties. Meanwhile, based on theefficiency theory in economics,equity theory and intervention theory, the articlestarts from the basis of the affordable housing policy of top-level system design,builds affordable housing security mechanism of the Harbin City and respectivelybuilds financing and land supply mechanism, planning design and construction ofmechanisms and allocation and post-management mechanism. At last, the proposalof improving the Harbin City affordable housing safeguard mechanism will befurther raised. |
