With deepening of reform and changing of world’s economic situation in21stcentury, Chinese enterprises face more and more fierce competition. Aenterprise must have its own core competence in this situation and thiscompetence should be based on an accurate strategic system. This system shouldkeep pace with the times. ShuangDa Group has used the fly ash that is the wasteof Harbin3rdpower plant to produce green building materials and developcircular economy. This enterprise has boomed and its strategic system adopted isout of date. We should design a brand new strategic system for ShuangDa Group.This article takes modern strategic theory and common analysis model asbasis, and to carry out an analysis of the current status of ShuangDa Group’sstrategy adopted and generalize main problems, which include that governancestructure impedes business development, organization management is confused,talents especially senior management staff are not enough, industrial structure isone fold, enterprise culture has left behind and so on. The conclusion is that it isvery necessary to design a new strategic system for ShuangDa Group to developcircular economy.Based on the SWOT analysis on the internal and external environment ofShuangDa Group, this article carries out ten years development strategy in futurefor enterprise. In different stage we design different strategic combination. Weadopt cost leadership strategy and diversification strategy when externalenvironment is adverse. And vertical integration strategy and horizontalintegration strategy are adopted when external environment is change. This paperdesigns the business competition strategy and function strategy system too. Thefinal goal is to help ShuangDa Group become a national first-class circulareconomy enterprise after ten years development.For further and effective carrying out new strategic system, this articleprovides executive policy of reform and works out executive schedule of reformand expounds the possible resistances in the reform and countermeasures.Through some measures such as governance structure reform, organizationalstructure redesign, salary and encouragement system redesign, human resource reserve and enterprises culture rebuilding. This article hopes to provide powerfulguarantee to reform and solve the abovementioned problems. The final purpose isto provide powerful basic guarantee to ShuangDa Group’s developing circulareconomy. At the same time, this article hopes to provide a reference for thestrategic system redesign of same kind enterprises.
